Six Men Arrested in Undercover Sex Trafficking Mission in Late October

During the week of October 24-28, 2016, the Portland Police Bureau's Sex Trafficking Unit conducted an undercover mission to address online sex trafficking.
 
Investigators posted online ads on known sex trafficking websites. Six men contacted undercover police officers to arrange payment for sexual acts. Investigators were assisted by a Portland hotel as part of this effort.
 
For investigative reasons, the Sex Trafficking Unit does not sharing the specific website, application, or ad text publicly.
 
The six men who responded to the ad and came to the hotel were arrested with the misdemeanor crime of Commercial Sexual Solicitation (Oregon Revised Statute 167.008).
 
The following is a list of the men arrested:

Driver Arrested After Leading Police on Early Morning Traffic Pursuit (Photo)

On Monday October 31, 2016, at 4:48 a.m., East Precinct officers attempted to stop a driver traveling eastbound in the westbound lanes of Southeast Stark Street near 92nd Avenue. The driver swerved around the officer then turned southbound on I-205 with the officer in pursuit.

The suspect exited the freeway at Southeast Johnson Creek Boulevard and continued to elude officers until spike strips were deployed in front of the pursuit, flattening two tires on the suspect's vehicle. At Highway 224 and Southeast Johnson Road, officers successfully use a Pursuit Intervention Technique (PIT maneuver) to spin the vehicle and end the pursuit.

Three occupants in the vehicle were initially detained. Two passengers were released at the scene and the driver was arrested.

The driver, 31-year-old Jonathan Delano Swenson, was booked into the Multnomah County Jail on charges of Attempt to Elude by Vehicle and Reckless Driving. Swenson is also being held on a parole violation.

The Clackamas County Sheriff's Office and Milwaukie Police Department assisted with the pursuit and arrest.

59-Year-Old Man Sentenced to Life in Prison Following Conviction for 2013 Sexual Assault (Photo)

On Friday October 28, 2016, 59-year-old Kevin Levi Scott was sentenced to life without parole after his September 2016 conviction on charges of Rape in the First Degree and Sodomy in the First Degree.

The convictions come as a result of a 2013 investigation in which Scott sexually assaulted a 51-year-old woman in a Southeast Portland motel room. Scott manipulated, drugged and sexually assaulted the homeless victim who was suffering from an addiction to alcohol and was looking for a warm place to sleep for the night.

Scott was a career criminal with numerous convictions, including two separate sexual assault cases in the late-1970s.

The Portland Police Bureau's Sex Crimes Unit worked collaboratively with the Central Precinct, Forensic Evidence Division, the Oregon State Police Crime Lab, Victim Advocates, Multnomah County Parole and Probation, and the Multnomah County District Attorney's Office on this investigation, resulting in the conviction and life sentence.

The Portland Police Bureau collaborates with government agencies and community organizations that provide access to advocacy services to victims of sexual assaults.

A victim may be accompanied by a sexual assault advocate or other appropriate support person during the reporting process and/or criminal investigation.

Stabbing Investigation Underway in Northeast Portland's Cully Neighborhood - One Person Deceased

On Wednesday November 2, 2016, at 1:18 a.m., North Precinct officers responded to a residence in the 5500 block of Northeast 60th Avenue on the report of a stabbing.

Officers and medical personnel arrived and located an unconscious male adult inside the residence suffering from a stab wound. Efforts to revive the man were not successful and he died at the scene.

There have been no arrests and there is no suspect information. Officers are interviewing the 9-1-1 caller.

Homicide Detectives, Criminalists from the Forensic Evidence Division, a Deputy District Attorney from the Multnomah County District Attorney's Office, and the Medical Examiner are responding to the scene to conduct a death investigation.

No additional updates are available or are anticipated to be released until late-Morning.

The Public Information Officer (PIO) is not responding to the scene.

This afternoon, Homicide detectives booked 33-year-old Antoinette Quaniece Garrett into the Multnomah County Jail on charges of Murder (Domestic Violence) and Unlawful Use of a Weapon (Domestic Violence. Garrett will be arraigned on Thursday in Multnomah County Court.

The victim has been identified as 36-year-old Jerry Wayne Robinson Jr. Garrett and Robinson were in a domestic relationship.

Garrett was detained at the scene and transported to the Detective Division.

UPDATE: SERT/CNT Responding to Assist East Precinct on Tactical Incident (Photo)

At approximately 1:00 p.m., the suspect in this incident surrendered to police and was taken into custody without incident.

The suspect, 43-year-old Shawn Edward Mahan, was transported by ambulance to a Portland hospital as a precaution. Mahan was later booked into the Multnomah County Jail on a charge of Assault in the First Degree and a parole violation. Additional charges will likely be added at a later time.

This incident started at just before 10:00 a.m. when residents of the home called the police to report that Mahan was acting erratically in the home. As the officers were speaking with the residents outside the home, they noticed smoke coming from the rear of the home where a detached garage was located.

Portland Fire & Rescue responded to address the fire and was confronted by Mahan who told them to "get out" as firefighters attempted to put out the fire.

Officers learned that Mahan was a suspect in a stabbing earlier in the morning, reported by a 60-year-old man who was at Portland Adventist Medical center. The stabbing was reported to have occurred in the area of Southeast 148th Avenue and Stark Street. The victim's injuries were not life-threatening.

Arson investigators examined the fire scene and may charge Mahan with additional charges once the investigation is complete.

Heroin, Cocaine and Cash Seized in Old Town Drug Arrest on Tuesday Evening (Photo)

On November 1, 2016, Central Precinct Street Crimes Unit officers working uniform patrol in Old Town contacted 57-year-old Wilmer Wade on the corner of Northwest 6th Avenue and Flanders Street. Officers were aware that Wade had an outstanding warrant for his arrest.

Officers contacted Wade and took him into custody without incident. During an inventory search of Wade's pockets, officers located and seized approximately 5 grams of heroin and 22 grams of crack cocaine packaged for sale. Additionally, officers seized a cell phone, a razor blade knife, and $300 cash as evidence that Wade was involved in trafficking narcotics.

Wade was booked into the Multnomah County Jail on charges of Delivery of Heroin, Delivery of Heroin Near a School, Possession of Heroin, Delivery of Cocaine, Delivery of Cocaine Near a School, and Possession of Cocaine. Additionally, Wade was lodged on two additional drug warrants and a parole violation.

The Central Precinct Street Crimes Unit works to address neighborhood livability issues and street-level drug dealing in Downtown Portland the Lower Eastside of Central Precinct.

Portland Police Pet Detective Locates Stolen Bengal Cat, Returns Him to Owner (Photo)

In the late evening hours of Wednesday November 2, 2016, Portland Police Detective Travis Fields, assisted by the Clark County Sheriff's Office, located and retrieved "Falke" the Bengal cat from a Brush Prairie, Washington home. Falke was returned to his owner who was thrilled to be reunited with the cat. Falke preferred to ride on the dashboard of the detective's car rather than in a cardboard box.

A tip from the public led detectives to a location in Brush Prairie where detectives spoke to people with knowledge of the cat's whereabouts. Some phone calls were made and the cat was returned in good health to the detective. No arrests were made or are anticipated in this case.

This investigation started on October 21, 2016, at 12:15 p.m., when a Central Precinct officer took a report that the cat was stolen out in front of his home in the 7500 block of Southwest 49th Avenue. A witness told police that she saw a blue tow truck stop and a passenger get out and chase the cat, grab it, and get back in the waiting tow truck which was driven out of the area. The witness took a photo of the tow truck and shared it on social media, which assisted in the investigation.

The Portland Police Bureau does not really have a full-time "pet detective" but we do investigate reports of animal theft from time to time.

In Oregon, Theft of a companion animal is a Class C Felony crime.

30 Citations, 13 Warnings, One Arrest During a #VisionZero Traffic Safety Mission on St. Johns Bridge (Photo)

On Thursday November 4, 2016, the Portland Police Bureau's Traffic Division, assisted by North, Central and East Precinct, conducted a Vision Zero traffic safety mission on the St. Johns Bridge in North Portland. For approximately two hours, officers conducted high-visibility enforcement and education stops.

In total, 30 traffic citations were issued along with 13 written warnings to drivers for numerous traffic violations, predominantly speeding. One driver was arrested for driving for a misdemeanor-level Driving While Suspended.

This mission was conducted in an effort to address the high number of traffic crashes this year resulting in serious physical injuries or death -- the most recent being the death of a bicycle rider last weekend on the St. Johns Bridge.

The Traffic Division and Precinct operations will be conducting future enforcement missions as staffing allows.

The Portland Police Bureau is committed to working with our partners in government and the community to create safer streets and work towards reducing, and eventually eliminating, traffic fatalities as part of Vision Zero.

Food Cart Burglaries Under Investigation by Burglary Detectives

Portland Police Bureau Burglary Detectives are investigating several incidents of food cart pods becoming the victim of burglary and theft.

The most recent report was taken this morning, Friday November 4, 2016, at the Piedmont Station Food Carts, located at Northeast 6th Avenue and Killingsworth Street. Sometime overnight, a suspect or suspects broke into several food carts and an ATM on the property.

In recent weeks, food carts at Cartlandia (8145 Southeast 82nd Avenue), Portland Mercado (7238 Southeast Foster Road), Tidbit Food Farm, (Southeast 28th Place and Division Street), and 42nd Avenue Food Carts (Northeast 42nd Avenue and Killingsworth Street) were also burglarized.

Burglary detectives are investigating these incidents but have not confirmed they are all related to one another.

PPB Participates in No Shave November to Fight Ewing's Sarcoma (Photo)

Throughout the month of November, Portland Police Bureau members assigned to precincts will be participating in "No Shave November," a movement designed to help raise awareness and funds for cancer research.

No Shave November, which began in 2009, encourages men to stop shaving, grow beards and donate the money they would have spent on razors and other supplies to a foundation that supports cancer research.

Last year, several worthy charities were designated and thousands of dollars were raised to benefit those organizations. This year, the Bureau will join in a collaborative effort to raise funds for research and awareness to defeat Ewing's Sarcoma. This is in honor of Captain Bob Day's son, Sam, who passed away in August after a long battle with Ewing's Sarcoma. All donations will be made to The Rutledge Foundation.

Chief Mike Marshman, has waived the Bureau's Directive 1110.000 https://www.portlandoregon.gov/police/article/531995 regarding facial hair for Bureau members assigned to the Operations Branch who want to participate in No Shave November.

At the end of November, participants will be entered into a "Best Beard" competition and if they have raised $50 for the Rutledge Foundation, they will also be eligible for a special raffle.

Three Shootings Overnight in Northeast Portland - No Known Injuries (Photo)

The Portland Police Bureau's Gang Enforcement Team (GET) is investigating three separate shootings overnight that occurred in Northeast Portland. There were no known injuries as a result of these shootings and it is not known if they are related incidents.

The first occurred on Friday November 4, 2016, at 8:29 p.m. at Northeast Killingsworth Street and Columbia Parkway.

9-1-1 callers reported that people in two cars were exchanging gunfire at the intersection then sped away in opposite directions. As officers were responding, an update from a caller reported that one of the involved drivers crashed but continued to drive away from the scene westbound on Killingsworth on flat tires.

Officers arrived at the scene where they learned an uninvolved driver was hit in the intersection by one of the fleeing cars. The driver was transported by ambulance to a Portland hospital with non-life-threatening injuries.

Witnesses told police that the two involved vehicle were a smaller red SUV and a black Nissan Altima. An abandoned Nissan Altima was found abandoned at Northeast 92nd Avenue and Alberta Street with heavy front-end damage and apparent bullet holes through the windshield and driver's side window.

Based on information learned at the scene, GET officers responded to continue the investigation.

A few hours later, at 12:58 a.m. on Saturday November 5, North Precinct and GET officers responded to the report of gunfire at Northeast 18th Avenue and Alberta Street.

Officers arrived in the area and located evidence of gunfire on 18th Avenue, between Alberta and Sumner Streets. An Uber driver with a fare was driving northbound on 18th Avenue and had his vehicle hit by several rounds of gunfire. Neither the driver or the fare were injured in the shooting and it is not believed they were the intended target.

The suspect was described as a black male in his mid-20s, wearing a red hooded sweatshirt.

At 2:02 a.m., North Precinct and GET officers responded to the area of Northeast 102nd Avenue and Sandy Boulevard, after receiving reports of gunfire and several vehicles being driven out of the area. Earlier in the evening, officers noticed several known gang associates hanging out at a neighboring bar and restaurant where other gang-related incidents have been investigated.

Officers arrived in the area and spoke to witnesses in the area who confirmed they heard gunfire and saw vehicles being driven out of the area. A group of people were contacted in the parking lot of Bill's Steak House, located at 10227 Northeast Sandy Boulevard. Nobody in the group told police they'd heard anything or had any information to share with police.

The Tactical Operations Division's Gang Enforcement Team (GET) and Gun Task Force (GTF) are continuing to investigate several incidents of gun violence citywide.

Six Arrested on Saturday Evening After Protest Blocks Freeway Traffic

On Saturday November 5, 2016, Portland Police Bureau officers arrested six people for various crimes in connection with a protest that blocked traffic on Interstate 5 in Southeast Portland. The protest was in conjunction with a nationwide protest called, "The Million Mask March."

Protesters earlier in the evening blocked Southwest 3rd Avenue between Madison and Main Streets then began to march in the streets.

The group of protesters temporarily blocked northbound traffic on the freeway causing long delays. Police initially focused on on stopping traffic to avoid any collisions between drivers and protesters on the freeway. Protesters left the freeway and continued marching on city streets and officers located and arrested six people. Additional arrests may be possible on a later date.

The six arrested were given criminal citations to appear in court at a later time. Those arrested were identified as:

51-year-old Robert West, arrested for Disorderly Conduct in the Second Degree and Criminal Trespass in the Second Degree.

26-year-old Kristopher Moore, arrested for Disorderly Conduct in the Second Degree and Criminal Trespass in the Second Degree.

30-year-old James Krane, arrested for Disorderly Conduct in the Second Degree and Interfering with a Peace Officer.

25-year-old Paul Schmitke, arrested for Disorderly Conduct in the Second Degree and Interfering with a Peace Officer.

46-year-old David Kif Davis, arrested for Disorderly Conduct in the Second Degree and Criminal Trespass in the Second Degree.

42-year-old Linda Senn, arrested for Disorderly Conduct in the Second Degree and Criminal Trespass in the Second Degree.

It should be clear that "free speech events" do not require a permit; but, marches or demonstrations occurring in public streets that restrict movement of other community members do require a permit issued by the City of Portland to allow for the safety of all. No permits were issued for today's events.

Shooting Investigation on Southeast Powell Boulevard - One Person Injured

On Sunday November 6, 2016, at 5:45 p.m., East Precinct officers responded to the report of a man injured in a shooting on Southeast Powell Boulevard at 52nd Avenue.

Officers and medical personnel arrived and located the male adult victim suffering from a gunshot wound. The victim has been transported to a Portland hospital by ambulance for treatment. His current condition is not known.

Preliminary information indicates that the shooter was in a silver pickup truck that was driven away westbound on Powell Boulevard.

It is unclear what prompted the shooting but it does not appear to be gang-related.

Southeast Powell Boulevard will be closed in the area of 52nd Avenue as officer process the crime scene.

UPDATE: Robbery Investigation Underway in Northeast Portland - Search Underway for Suspects

Officers searching by ground and air did not locate the suspects in the robbery. During the neighborhood search, officers did locate and seize a military-style rifle, similar to the one used in the robbery.

On Monday November 7, 2016, at 2:48 a.m., North Precinct officers responded to the report of an armed robbery at Maddy's, located at 11252 Northeast Sandy Boulevard. As officers were responding to the scene, they learned that the suspect vehicle was a silver vehicle and was last seen being driven eastbound on Sandy Boulevard after the robbery.

Officers arrived in the area and contacted the employee who told police that the suspect, armed with a rifle, entered the business and demanded money. After obtaining an undisclosed amount of cash, the suspect left and got into the silver vehicle. Officers discovered evidence that the suspect fired a shot during the robbery.

The suspect was described as a white male, 5'10" to 6'00" tall, stocky build, wearing a dark-colored hooded sweatshirt and a black mask.

At 3:12 a.m., a resident in the area of Northeast 148th Avenue and Stanton Court called 9-1-1 to report that two people just parked a silver two-door car in the neighborhood and ran away westbound towards Northeast Rose Parkway. The caller reported that two people were wearing hooded sweatshirts and were using flashlights.

North Precinct and Canine Unit officers have converged on the area the car and are searching for the suspects as they may be related to the robbery.

No additional information is available at this time.

Suspect Arrested for Grabbing 11-Year-Old's Buttocks in September 2016 (Photo)

On November 7, 2016, 39-year-old David Karl Nilsson turned himself into police in connection with a sex abuse investigation in North Portland.

Nilsson was booked into the Multnomah County Jail on a charge of Sex Abuse in the First Degree.

This investigation started on September 30, 2016, when North Precinct officers took a report form an 11-year-old girl who told police that an unknown man followed her and grabbed her buttocks while she was walking home from school. The victim told police that at approximately 6:30 p.m., she was walking in the area of North Houghton Street and Courtenay Avenue, the suspect was following her on foot. The victim began walking faster and the suspect sped up to her, grabbed her buttocks, and then walked away.

There was an approximate 45 minute delay in reporting but officers checked the neighborhood and did not locate anyone matching the suspect's description or any additional witnesses.

The suspect was described as a white male in his 20s, 5'8" tall, thin build, short black hair on one side of his head, longer on the other.

The victim met with a Forensic Sketch Artist to develop a composite sketch of the suspect, which is was released to the public to assist in this investigation.

On November 6, officers received information that Nilsson was the suspect involved in the incident. Nilsson turned himself into police the next day and was interviewed by Child Abuse Team detectives before being booked into jail.

The Portland Police Bureau would like to remind parents to talk to their children about "stranger danger" to keep them safe.

If any residents in the area of this incident have residential surveillance cameras, investigators are asking them to check recordings for any possible images of the suspect.

Grand Jury Declines to Indict Man in Killing of Marquis Taylor -- Two Others Indicted for Robbery (Photo)

On Monday November 7, 2016, a Multnomah County Grand Jury declined to indict 19-year-old Richard Jay Anderson III in connection with the death of 18-year-old Marquis Stephion Taylor. The Grand Jury determined that Anderson was justified in his use of deadly force after being robbed by Taylor and two other young men: 18-year-old Mehamed Osman Ali and 18-year-old K'Shawn Davon Harris.

The Grand Jury indicted Ali and Harris on charges of Robbery in the First Degree and Robbery in the Second Degree.

Anderson will be released from custody once his charges are formally dismissed in front of a judge.

This investigation started on September 19, 2016, at 8:27 p.m., when North Precinct officers responded to the report of gunfire in the area of North Willis Boulevard and Hereford Avenue.

Officers arrived and located a gunshot victim in the 8100 block of North Hereford Avenue, just North of Willis. Medical personnel arrived and determined that the victim, 18-year-old Marquis Taylor, was deceased.

Homicide detectives, Criminalists from the Forensic Evidence Division and the Medical Examiner are responded to the scene to conduct an investigation. The Medical Examiner determined that Taylor died of a single gunshot wound.

On Friday October 14, 2016, Portland Police Bureau Homicide detectives arrested 19-year-old Richard Jay Anderson III in connection with the September 2016 shooting death of Marquis Taylor.

Further investigation by detectives revealed that Anderson and Taylor were involved in a marijuana transaction when Taylor, Ali and Harris robbed Anderson at gunpoint. Anderson fired a shot in self-defense that killed Marquis Taylor.

Protesters March Overnight in Downtown, Lower East Side - No Arrests, No Significant Vandalism

Between the hours of approximately 11:00 p.m. on Tuesday November 8 and 4:30 a.m. on Wednesday November 9, 2016, several hundred protesters marched in the streets of Downtown Portland and on Interstate 5 in the Lower East Side.

There were no arrests and no significant reports of vandalism. There was a dumpster fire in Downtown Portland but the fire did not spread to any other property.

The protest march started and ended at Portland State University on Southwest Broadway.

Traffic on Interstate 5, between the Marquam and Fremont Bridges was affected for approximately an hour as protesters marched on the freeway. Police received one report that a protester on the freeway came into contact with a vehicle being driven on the freeway but was not seriously injured.

The Police Bureau recognizes that emotions are high after the Presidential election and would ask that any groups planning a demonstration or protest to communicate with the Bureau ahead of time so that officers can assist with the safe movement of any protest march and to manage traffic in the area. Pedestrians walking on the freeway is extremely dangerous to all road users and should be avoided.

It should be clear that "free speech events" do not require a permit; but, marches or demonstrations occurring in public streets that restrict movement of other community members do require a permit issued by the City of Portland to allow for the safety of all. Protests Expected to Continue this Evening

The Portland Police Bureau would like to alert the public that there are several protest events being planned throughout the city, scheduled for this afternoon and evening. Locations being provided to police include Pioneer Square, Mt. Tabor Park, Waterfront Park and Holladay Park.

While last night's protest was largely peaceful, it did have a significant impact to traffic on city streets, bridges and freeways. The Bureau has received information that some events and activities this evening may not be peaceful and participants will be affecting traffic flow throughout the city.

The Police Bureau recognizes that emotions are high and would ask that any groups planning a demonstration or protest to communicate with the Bureau ahead of time so that officers can assist with the safe movement of any protest march and to manage traffic in the area. People attending any of the various protest events are encouraged to obey all laws and be respectful of others who are using city streets, freeways and mass transit. Marching into and blocking streets is illegal, and dangerous to protesters as well as road users and has a significantly negative impact to our community. Pedestrians walking on the freeway is illegal and extremely dangerous to all road users.

Additionally, impeding TriMet buses and MAX trains has a ripple effect throughout the entire transit system, which is used for transportation by hundreds of thousands of community members. TriMet is encouraging riders to plan extra time and consider leaving Downtown Portland in advance of protests, set for 5:00 p.m. at Pioneer Courthouse Square and Waterfront Park. Some MAX stations and bus stops may close for safety reasons. Riders should check http://www.trimet.org/alerts before heading out. The TriMet Ticket Office at Pioneer Square will close at 4:30 p.m.

"I understand that there are many people in our community that do not feel protected equally in our country with the results of this election, and I encourage them to continue to speak up and stand up for their rights as Americans in a peaceful, safe way," said Mayor and Police Commissioner Charlie Hales. "Walking onto freeways and blocking the MAX light-rail lines is dangerous for everyone involved, and it puts a heavy burden on people just trying to make it home to their families or get to work safely. Vandalism and destruction of private and public property in our city cannot, and will not be tolerated. I ask everyone to look out for their fellow Portlanders--we all need to put safety first."

On Wednesday evening and into Thursday morning, peaceful protest activities shifted to reports of vandalism, theft and arson. The Bureau is investigating these incidents and may make arrests after suspects have been identified.

Before Wednesday's protest march started, at approximately 4:45 p.m., a Central Precinct officer was flagged down at Pioneer Square by a person stating their phone was broken by another person. The suspect, a 35-year-old man, was taken into custody. Several people in the crowd were angry at the suspect so the officer told the victim to meet him on the other side of Nordstrom so the police could take the report. A witness came to the other side of Nordstrom and met with police and showed the officer a video of the incident. The victim did not meet with the officer again to give a statement so the suspect was identified and released for the time being. The officer gave a business card to the witness in case he saw the victim again so police could conduct an interview. The victim may contact police to give a statement, reference case #16-361601.

At approximately 1:04 a.m., a group of approximately 30 -- 40 protesters gathered around the Thompson Elk statue at Southwest 3rd Avenue and Main Street, where a small fire was burning. A man later identified as 27-year-old Christopher Joseph Gourneau approached the bonfire and threw a Molotov cocktail into the fire, which ignited amidst the crowd. Several people in the crowd chased Gourneau to Southwest 3rd Avenue and Taylor Street where they knocked him to the ground, kicking and assaulting him. Oregon State Police troopers and Central Precinct officers responded and intervened, rendering aid to Gourneau who was not seriously injured. Officers located and seized as evidence materials for additional Molotov cocktails near the Lownsdale Park bathroom. Gourneau was booked into the Multnomah County Jail on charges of Possession of a Destructive Device and Possession of Cocaine. His booking photo is available at http://www.mcso.us

Pedestrian Killed on Sunset Highway - Access from Downtown Closed

On Thursday November 10, 2016, at 9:17 p.m., Central Precinct officers responded to the report that a pedestrian was struck on the Sunset Highway at the Canyon Tunnel.

Officers and medical personnel arrived and determined that the pedestrian was deceased. The driver has remained and is cooperative.

Westbound Highway 26 is closed from Downtown, access from Southwest Jefferson Street remains open.

Traffic Division officers will be conducting the investigation.

No additional updates will be available this evening.
