Public's Help Sought to Identify Criminal Suspects from Riot

The Portland Police Bureau is asking for the public's help to identify criminal suspects involved in last night's protest and riot.

Many people were taking pictures and video during the protest that may contain the identities of suspect involved in reports of widespread vandalism.

The Bureau would like any victims of vandalism and related crimes to file a report online at https://www.portlandoregon.gov/police/cor/

If members of the public (including members of the media) have information, pictures or video that could be used to identify suspects, detectives would like you to submit it to the investigators.

Pedestrian Critically Injured in Crash on Southeast Division Street - Driver Cooperating

On Friday November 11, 2016, at 6:45 p.m., East Precinct officers responded to the report of a pedestrian struck by a vehicle on Southeast Division Street at 125th Avenue.

Officers and medical personnel arrived and located the male adult pedestrian suffering from traumatic injuries. The pedestrian has been transported by ambulance to a Portland hospital for treatment to life-threatening injuries.

The driver has remained at the scene and is cooperating with investigators.

The Multnomah County Sheriff's Office Major Crash Team is responding to conduct the crash investigation due to Portland Police officers being tied up with a protest in Downtown Portland.

The Portland Police Bureau is committed to working with our partners in government and the community to create safer streets and work towards reducing, and eventually eliminating, traffic fatalities as part of Vision Zero.

Suspect Carjacks Driver at Gunpoint in Downtown Portland

On Friday November 11, 2016, at 6:48 p.m., Central Precinct officers responded to the report of a carjacking in the driveway of the Taco Bell, located at 2079 West Burnside Street.

Officers arrived in the area and learned that a suspect, armed with a handgun, attempted to steal the victim's car while she sat in the driveway. The suspect left the area on foot and the victim was not harmed.

At 7:44 p.m., officers responded to a residence in the 1400 block of Northwest 28th Avenue on the report that 30 to 60 minutes earlier, the victim was carjacked at gunpoint by a suspect at the Stadium Fred Meyer on West Burnside Street.

The victim's vehicle was stolen by the suspect and remains at large. The vehicle is a blue 2006 Subaru Legacy, Oregon license plate 4-7-8-H-K-F.

The suspect is described as an Asian or Hispanic male in his 30s, 5'6" tall, medium build, clean shaven, wearing dark-colored bulky clothing, carrying a backpack or bag, armed with a handgun.

Man Injured in Shooting at Protest on the Morrison Bridge - Suspect Fled Area

In the early morning hours of Saturday November 12, 2016, a man was injured in a shooting on the Morrison Bridge during a protest march.

Preliminary information indicates that a suspect was in a vehicle on the bridge and there was a confrontation with someone in the protest. The suspect got out of the vehicle and fired multiple shots injuring the victim.

Officers near the scene arrived quickly and provided medical aid until an ambulance arrived to transport the victim to a Portland hospital for treatment to non-life-threatening injuries.

The suspect fled the area, likely in the vehicle described as a gray or silver sedan.

The suspect is described as an African American male, late teens, 5'8" tall, thin build, wearing a dark-colored hooded sweatshirt and blue jeans.

Several witnesses remained at the scene and spoke to investigating officers.

Anyone who witnessed the shooting or has information is asked to call the Police Non-Emergency Line at 503-823-3333.

Media Briefing Scheduled for 2:00 p.m. at Justice Center

The Portland Police Bureau is hosting a media briefing at 2:00 p.m. today in the Justice Center, located at 1111 Southwest 2nd Avenue, 14th Floor.

Members of the media will need to arrive early to check in the Central Precinct desk to obtain escorted access to the building. Media credentials and photo ID is required.

Mayor Charlie Hales and Chief Mike Marshman are expected to offer some brief comments about last night's protest and expectations for this evening.

During last night's protest, 17 people were arrested for a variety of criminal acts on the streets of Portland.

Nine people were booked into the Multnomah County Jail, six people were given criminal citations and two juveniles were released to their parents.

UPDATE #2 - Man Injured in Shooting at Protest on the Morrison Bridge - Suspect Fled Area (Photo)

Two of the four people detained early this morning were arrested in connection with the shooting on the Morrison Bridge.

18-year-old Steffon Marquise Corothers was booked into the Multnomah County Jail on charge of Attempted Murder and Unlawful Use of a Weapon.

18-year-old Shamar Xavier Hunter was booked into the Multnomah County Jail on six (6) counts of Attempted Murder and one count of Unlawful Use of a Weapon.

For investigative reasons, the victim's identity, additional details and photos are being withheld at this time. A photo of the firearm seized is being released.

Both will be arraigned on Monday in Multnomah County Court.

The victim in this shooting is continuing to recover from his injuries and is expected to survive. The victim was participating in the protest march when he was shot by the suspect who fled the area in a vehicle with several other people.

Early this morning, an off-duty officer spotted the suspect vehicle involved in this shooting in the area of Northeast 102nd Avenue and Sandy Boulevard. Officers conducted a high-risk traffic stop on the vehicle and four people were detained. In the vehicle officer located and seized a firearm. The occupants of the vehicle are believed to be criminal gang associates.

Gang Enforcement Team detectives are continuing to investigate the circumstances of the shooting and need to hear from any eyewitnesses that have not already spoken with police.

71 People Arrested at Saturday Night Protest in Downtown Portland (Photo)

71 people were arrested during Saturday night's protest in Downtown Portland after failing to obey numerous lawful orders to vacate city streets. Several times throughout the evening, projectiles such as road flares and bottles were thrown at police officers.

67 people were booked into the Multnomah County Jail, 5 people were given criminal citations. All of those arrested were additionally given a traffic citation for Failing to Obey a Police Officer (Oregon Revised Statute 811.535).

Missing Anna Schmidt Found Deceased Near Tooth Rock on Friday - Ruled Accidental Death (Photo)

On November 11, 2016, at approximately 11:00 a.m., Multnomah County Sheriff's Office (MCSO) deputies responded to a call that human remains had been discovered on a trail near the Tooth Rock Trailhead in the Columbia River Gorge. Search and Rescue (SAR) crews and MCSO detectives worked through the afternoon to recover the remains.

The remains were turned over to the Oregon State Medical Examiner's office for identification. On the afternoon of November 12, the remains were identified as those of 21-year-old Anna Schmidt, who was the focus of an MCSO search effort in late October. The Medical Examiner has determined the cause of death to be blunt force trauma, and the manner of death was accidental.

Schmidt was reported missing on Wednesday October 19 to Portland Police but was last seen by her roommate on Sunday October 16. Schmidt is a hiker and her vehicle was located on October 20 in the Columbia River Gorge near Bonneville Dam.

There were no signs of foul play. Investigators were concerned that she may have gotten lost or injured hiking in the Gorge.

MCSO SAR personnel along with MCSO Trail Hornets and SAR resources from Washington County Sheriff's Office, Clatsop County Sheriff's Office, Clackamas County Sheriff's Office, Hood River County Sheriff's Office, the FLIR Corporation and Portland Police Bureau air units, Pacific Northwest SAR, Portland Mountain Rescue, Mountain Wave SAR, the Crag Rats, and Northern Oregon SAR, and others searched over 150 miles of the trail system in the Columbia Gorge. Searches were conducted using ground, air, and K9 resources.

The search was suspended on October 23 after no sign of Anna had been located by searchers. MCSO SAR coordinators consulted with a Clackamas County EMS wilderness doctor, MCSO Command, and the Portland Police Bureau's Missing Persons Unit prior to making the decision to suspend search efforts.

Carjacking Suspect Arrested on Saturday After Violent Crime Spree on Friday Night (Photo)

On Saturday November 12, 2016, at 1:32 a.m., 42-year-old Israel Joseph Perez was booked into the Multnomah County Jail on charges of Robbery in the Second Degree (four counts) and Attempted Assault in the Second Degree (two counts). Additional charges will be added at a later time. Perez will be arraigned on Monday.

Perez was arrested after a crime spree where he attempted or completed multiple carjackings and an attempted assault using a mini sledge hammer.

The investigation started on Friday November 11, 2016, at 6:48 p.m., Central Precinct officers responded to the report of a carjacking in the driveway of the Taco Bell, located at 2079 West Burnside Street.

Officers arrived in the area and learned that a suspect, armed with a handgun, attempted to steal the victim's car while she sat in the driveway. The suspect left the area on foot and the victim was not harmed.

At 7:44 p.m., officers responded to a residence in the 1400 block of Northwest 28th Avenue on the report that 30 to 60 minutes earlier, the victim was carjacked at gunpoint by a suspect at the Stadium Fred Meyer on West Burnside Street.

Later, another carjacking occurred in Downtown Portland where Perez stole a taxi.

At approximately 10:00 p.m., North Precinct officers arrested Perez near the Jantzen Beach Target store after it was reported that he was swinging a mini sledge hammer at people.

Investigators located and seized a replica firearm Perez used in the robberies.

Suspect Arrested in Several Food Cart Pod Burglaries (Photo)

On Thursday November 11, 2016, at approximately 10:50 p.m., North Precinct officers responded to a report of a food cart prowler at 1331 North Killingsworth Street. Upon arrival, officers located several food carts broken into at this location. Among things stolen was a cell phone.

Following cell tracking tips from the victim, the officers responded to the area of North Mississippi Avenue and Fremont Street and saw a subject, later identified as 32-year-old Charles Johnson, on the property of the Mississippi Gateway Food Carts.

Johnson was arrested and lodged in the Multnomah County Jail for Criminal Mischief in the Second Degree while burglary investigations into the Hungaricana food carts on Killingsworth are continuing by detectives.

Johnson was also charged with Burglary in the Second Degree in connection with the November 1, 2016, break-in of the Sherpa Nirvana at the 42nd Ave Food Carts, located at 5429 Northeast 42nd Avenue.

Johnson was previously arrested on October 26, after burglarizing Tina's Corner Restaurant located at 5515 Southeast 122nd Avenue.

Joint Statement from the Portland Police Bureau and the Multnomah County District Attorney's Office (Photo)

Over the past several days, the Portland Police Bureau has arrested in excess of 100 people for violating laws including Disorderly Conduct, Interfering with a Peace Officer, Attempted Assault on a Peace Officer and other criminal charges.

Those taken into custody for charges other than those related to the shooting on the Morrison Bridge (early Saturday morning) will have their first court appearance today at the Justice Center at 2:00 p.m. Nearly all of the criminal cases will not be charged and arraigned today. Due to the fluid nature of the ongoing protests over the past several days, most of the arresting officers were on duty, working to protect the city during an emergent event. As such, work is continuing by officers and detectives to complete the necessary reports but they will not be finished in time for today's arraignments and for review by the Multnomah County District Attorney's Office. Additionally, hundreds of hours of video evidence capturing the events must be collected and reviewed.

Nearly all of those arrested over the past several days have received or will receive traffic citations for violating Oregon Revised Statute 811.535, Failing to Obey a Police Officer. These citations will require a court appearance in approximately 30 days and carry a fine of up to $1,000.

Although all of the defendants will be learning today that their case was a "no complaint" at arraignment, none of the cases have actually been evaluated for legal sufficiency and prosecutorial merit. The sheer number of arrests during protests over the last several days has been an exceptional event and the charges being "no complainted" today is not unexpected and is a procedural matter given the extensive amount of work left to do in these cases.

The Portland Police Bureau is continuing to ask for the public's help to identify criminal suspects involved in this last week's protests and riot. Many people were taking pictures and video during the protests that may contain the identities of suspects involved in reports of widespread vandalism.

Two #NoDAPL Protests on Tuesday Afternoon May Impact Traffic in Downtown and Lloyd District

Two protests scheduled for Tuesday afternoon may affect traffic in Downtown Portland and the Lloyd District. The protests are part of a "national day of action" against the North Dakota Pipeline (#NoDAPL).

At 4:00 p.m., protests and rallies are scheduled outside Army Corps of Engineers buildings, located at 333 Southwest 1st Avenue in Downtown Portland and 1201 Northeast Lloyd Boulevard. The events in both Downtown Portland and the Lloyd District may affect commuters and TriMet users if participants block streets and/or affect transit lines. Protesters are reminded that stepping into the roadway and blocking transit lines is dangerous and illegal. Protesters are asked to be considerate of other people's needs to use the roadway and the transit system.

As with all demonstrations and marches, the Police Bureau's goal is to ensure a safe, secure and orderly event for community members, minimize disruptions to traffic, and to protect property.

While there is no information at this time to determine if there is intent to affect traffic, recent protests suggest that there are people that may embed themselves in large crowd an attempt to influence crowd behavior. Real-time updates will be shared by the Portland Police Bureau through the Bureau's Twitter page, @portlandpolice

It should be clear that "free speech events" do not require a permit; but, marches or demonstrations occurring in public streets that restrict movement of other community members do require a permit issued by the City of Portland to allow for the safety of all. No permits were issued for today's events.

Suspect Arrested for Reckless Burning and Disorderly Conduct During Protest and Riot (Photo)

On November 13, 2016, 19-year-old Damaree Mitchell was arrested and booked into the Multnomah County Jail on an outstanding arrest warrant. Mitchell was also suspected of starting a fire during a protest and riot over the weekend.

Detectives contacted Mitchell at the Washington County Jail and issued her criminal citations for Reckless Burning and Disorderly Conduct in the Second Degree.

The Portland Police Bureau is continuing to ask for the public's help to identify criminal suspects involved in this last week's protests and riot. Many people were taking pictures and video during the protests that may contain the identities of suspects involved in reports of widespread vandalism.

Suspect Arrested for Multiple Acts of Vandalism During Protest and Riot (Photo)

On Tuesday November 15, 2016, Portland Police Bureau detectives arrested 20-year-old Mateen Abdul Shaheed at an Estacada residence and booked him into the Multnomah County Jail.

Shaheed was booked into jail on six counts of Criminal Mischief in the First Degree and will be arraigned on Wednesday.

Shaheed was involved in numerous acts of vandalism during a riot and protest over the November 10 weekend, including damaging vehicles at Broadway Toyota.

Detectives received an overwhelming number of tips from the community after photos of the then-unknown suspect to the Bureau's "CanYouIDMe" page, http://www.portlandoregon.gov/police/canyouidme/

The Bureau would like to thank members of the community and the media for their coverage of the events that led to Shaheed's identification and arrest.

Detectives were assisted by members of the US Marshals Oregon Fugitive Task Force and the US Forest Service.

Gang Enforcement Team Investigating Early Morning Shooting in Northwest Portland - No Known Injuries (Photo)

On Wednesday November 16, 2016, at 2:30 a.m., Central Precinct officers responded to the report of a shooting outside the Casa Diablo strip club, located at 2839 Northwest St. Helens Road.

Officers arrived in the area and located evidence of gunfire in the parking lot and the street. Three parked cars in the lot were struck by gunfire.

Based on information learned at the scene, the Gang Enforcement Team is conducting the investigation.

Crime Stoppers Featured Case #16-26 Carjacking (Photo)

The Portland Police Bureau, in cooperation with Crime Stoppers of Oregon, is asking for the public's help to identify a suspect in a carjacking.

On Tuesday November 15, 2016, at 6:29 p.m., East Precinct officers responded to the area of Southeast 50th Avenue and Powell Boulevard on the report of a carjacking.

Officers learned that the suspect approached the female victim in the Dollar Tree parking lot, located at 6868 Southeast Foster Road, and told her at gunpoint to drive to the area of Southeast 20th Avenue and Powell Boulevard. The victim was able to escape in the area of Southeast 50th Avenue and Powell Boulevard and call 9-1-1. The suspect drove away in the victim's vehicle and later used the victim's credit card at a Milwaukie Plaid Pantry store a short time later.

The victim's vehicle is described as a black with gold trim 2002 Subaru Outback, bearing Oregon license plate 3-6-6-C-T-H.

The suspect is described as a white male in his 30s, blondish-brown hair and clean shaven. The suspect was last seen wearing a red and black San Francisco 49ers jacket, blue jeans and armed with a handgun.

A surveillance image of the suspect at Plaid Pantry is being released to aid in the investigation.

Shooting Investigation Underway at MLK/Beech - No Known Injuries

On Thursday November 17, 2016, at 1:36 p.m., North Precinct officers responded to the report of a shooting in the area of Northeast Martin Luther King Jr. Boulevard and Beech Street.

Officers arrived in the area and learned that there were no gunshot victims at the scene but did locate evidence of a shooting. Witnesses described a younger African American male shooting at some other males, all of whom ran out of the area.

Based on information learned at the scene, the Gang Enforcement Team is conducting the investigation.

Two People Injured in Shooting Overnight at Northeast Portland Strip Club

On Friday November 18, 2016, at 12:39 a.m., North Precinct officers responded to the report of a shooting at Jags Clubhouse, located at 605 North Columbia Boulevard.

Officers arrived in the area and learned that a 22-year-old female was inside the bar and suffering from a gunshot wound. The victim was transported to a Portland hospital by ambulance for treatment and is expected to survive.

Officers learned that there was a disturbance outside the club and that an African American male fired several shots towards a parked vehicle containing several people then ran away from the scene. The victim walked into the club to seek help.

As officers were investigating the shooting, other officers responded to the report of a carjacking in the area of Northeast Broadway and Martin Luther King Jr. Boulevard at the 76 Gas Station. Officers arrived in the area and contacted a 30-year-old female suffering from gunshot wounds. Medical personnel arrived and transported the victim by ambulance to a Portland hospital for treatment to non-life-threatening injuries.

Officers learned that the second victim was shot outside Jags Clubhouse and it did not appear that any carjacking occurred at the 76 Gas Station.

Based on information learned at the scene, the Gang Enforcement Team is conducting the investigation.
