Murder Suspect Arrested in Vancouver for Southeast Portland Homicide (Photo)

On Thursday October 20, 2016, the Vancouver Police Department arrested a suspect wanted for murder in Portland.

38-year-old Felauai Satele was arrested after Vancouver Police contacted him on a prowler call and learned he had a warrant for murder.

Satele was booked into the Clark County Jail and will await extradition to Oregon.

Satele's murder warrant comes as a result of the investigation into the September 23, 2016, homicide of 45-year-old Michael Scott Hoven.

Hoven was killed in a shooting at a home in the 1700 block of Southeast 162nd Avenue.

North Portland Walgreens Robbery Suspect Arrested by Detectives (Photo)

On Wednesday October 19, 2016, Portland Police Bureau Robbery detectives arrested a suspect involved in an armed robbery at a North Portland pharmacy.

20-year-old Marquise Trevon Moore was arrested on multiple counts of robbery and booked early Thursday morning.

The investigation started on October 19, at 12:01 p.m., when North Precinct officers responded to the report of an armed robbery at Walgreens, located at 2829 North Lombard Street.

Officers arrived in the area and contacted employees who told police that the two suspects jumped over the pharmacy counter and demanded narcotics. One of the suspects was armed with a handgun. After obtaining an undisclosed amount of narcotics, the suspects left the pharmacy without incident.

Traffic Division officers stopped a vehicle on Wednesday evening and developed probable cause to arrest Moore in connection with the robbery.

Moore was booked into the Multnomah County Jail on charges of Robbery in the First Degree (two counts) and Robbery in the Second Degree (two counts).

Detectives are continuing to investigate this case and looking to identify the second suspect.

Shooting, Crash Investigation Overnight Yields Significant Methamphetamine, Cocaine Seizure

On Saturday October 22, 2016, at 2:25 a.m., East Precinct officers responded to the report of a traffic crash at Southeast 122nd Avenue and Powell Boulevard.

As officers were responding to the scene, a 9-1-1 caller reported that someone was shooting a rifle at the same intersection. Additional information was received that the shooter got into a white car and was being driven away from the scene.

Responding officers stopped a white car leaving the area but determined that it was not related to the shooting.

Officers and medical personnel arrived at the scene and located two vehicles. The driver of one vehicle was treated for non-life-threatening injuries suffered as a result of the traffic crash. The other vehicle was abandoned and officers located a significant amount of methamphetamine and cocaine in the vehicle, as well as firearm-related evidence.

Limited information indicates that a male and female walked away from the abandoned vehicle, firing shots from a military-style rifle and a handgun. A third person may have been with the group and all walked away.

27 Citations, 37 Warnings Issued During a #VisionZero Traffic Safety Mission on Friday Night (Photo)

On Friday October 21, 2016, the Portland Police Bureau's Traffic Division, assisted by North, Central and East Precinct, conducted a Vision Zero traffic safety mission in Northeast Portland, from I-84 to Northeast Fremont Street along Martin Luther King Jr. Boulevard and Grand Avenue. For approximately two hours, officers conducted high-visibility enforcement and education stops.

In total, 27 traffic citations were issued along with 37 written warnings. Subjects using various modes of transportation (cars, bikes and pedestrians) were stopped and either warned or cited.

This mission was conducted in an effort to address the high number of traffic crashes this year resulting in serious physical injuries or death. So far this year, nearly three dozen people have died in traffic-related crashes.

The Traffic Division and Precinct operations will be conducting future enforcement missions as staffing allows.

The Portland Police Bureau is committed to working with our partners in government and the community to create safer streets and work towards reducing, and eventually eliminating, traffic fatalities as part of Vision Zero.

20 Pounds of Cocaine Seized in Traffic Stop - One Person Arrested (Photo)

On Friday October 21, 2016, at 2:29 p.m., Central Precinct officers stopped a driver in a silver 2003 BMW X5 for speeding on northbound I-5 near the Corbett Avenue exit.

Officers contacted the occupants of the vehicle, two adults and a small child, and received consent to search the vehicle using a drug dog.

During the search, the drug dog alerted it's handler to the presence of narcotics so Drugs and Vice Division (DVD) officers responded to the scene to assist in the investigation.

Inside a hidden compartment in the vehicle, officers located approximately 20 pounds of cocaine.

The driver, 30-year-old Mauricio Gomez Alvarez, was arrested and booked into the Multnomah County Jail on a Federal hold with additional charges pending.

The estimated wholesale value of the seized cocaine is $320,000.

DVD works closely with other local, state, and federal law enforcement agencies to investigate and eliminate illegal drug trafficking in the Portland area and provides training and education on drug trends and illegal drug activity to other divisions within the Police Bureau as well as the community.

UPDATE: Death Investigation Underway in Northeast Portland Office Building

At 7:41 p.m., North Precinct officers responded to the report that a person was found deceased in the Liberty Center, an office building, located at 650 Northeast Holladay Street.

Officers arrived and were directed to an office inside the building and confirmed the person was deceased of an apparent gunshot wound.

Based on officers observations at the scene of suspicious circumstances, Homicide detectives, Criminalists from the Forensic Evidence Division, and representatives from the Multnomah County District Attorney's Office and the Medical Examiner's Office are conducting a homicide investigation.

The deceased's identity and cause and manner of death will be released after the Medical Examiner conducts an autopsy.

Updates will be provided when they become available.

UPDATE #2: Death Investigation Underway in Northeast Portland Office Building

The victim in yesterday's homicide has been identified as 36-year-old Mitra Mehrabadi of Lake Oswego. The Oregon State Medical Examiner determined that Mehrabadi died of multiple gunshot wounds.

Homicide detectives are investigating the possible connection between the homicide at the Liberty Centre and a suicide that occurred earlier in the day approximately one mile away.

Earlier on Saturday, at 10:06 a.m., North Precinct officers responded to the 800 block of Northeast 19th Avenue, the Lloyd Corporate Plaza, on the report of a suspicious person with a gun sitting in a black sedan.

Officers arrived in the area and located a black 2005 Mercury Montego sedan parked in the lot. As officers arrived, they heard a gunshot from inside the vehicle. After securing the area around the vehicle, officers using a ballistic shield approached the vehicle and found the driver unconscious from a self-inflicted gunshot wound.

Medical personnel responded to the scene and determined that the man was deceased. He was identified as 51-year-old Jimmy Alan Morgan of Gresham.

Homicide detectives learned late Saturday evening that Morgan and Mehrabadi knew each other and worked together at Liberty Mutual Insurance in the Liberty Centre.

Detectives are continuing to investigate the connection between Morgan and Mehrabadi and would like to hear from anyone with information that might assist in the investigation.

Columbia Gorge Search Suspended for Missing 21-Year-Old Anna Schmidt (Photo)

Multnomah County Sheriff's Office (MCSO) Search and Rescue (SAR) personnel along with MCSO Trail Hornets and SAR resources from Washington County Sheriff's Office, Clatsop County Sheriff's Office, Clackamas County Sheriff's Office, Hood River County Sheriff's Office, The FLIR Corporation and Portland Police Bureau air units, Pacific Northwest SAR, Portland Mountain Rescue, Mountain Wave SAR, The Crag Rats, and Northern Oregon SAR, and others have searched over 150 miles of the trail system in the Columbia Gorge over the last three days. Searches were conducted using ground, air, and K9 resources.  No signs of Anna Schmidt have been found.

Over 150 volunteer search and rescue personnel have participated during search efforts since being called out Friday morning. Searchers were deployed to saturate the network of trails in and around the area of the Tooth Rock Trailhead, near where Anna Schmidt's car was found.

Over 50 searchers were deployed again today, October 23, 2016, rechecking and searching areas to ensure any possible leads or locations of interest were thoroughly covered.

MCSO SAR coordinators have consulted with a Clackamas County EMS wilderness doctor, MCSO Command, and the Portland Police Bureau's Missing Persons Unit prior to making the decision to suspend search efforts pending new information or developments in the investigation.

Search efforts will resume in the event MCSO SAR Coordinators establish credible leads.

Schmidt was reported missing on Wednesday October 19 but was last seen by her roommate on Sunday October 16. Schmidt is a hiker and her vehicle was located on Thursday October 20 in the Columbia River Gorge near Bonneville Dam.

There are no signs of foul play. Investigators are concerned that she may have gotten lost or injured hiking in the Gorge.

Schmidt is described as a white female, 5'4", 125 pounds, brown hair and brown eyes.

The Portland Police Bureau is looking for girls in our community who want to have a great time with female officers, while learning more about their jobs. On Thursday, October 27, 2016, the Portland Police Bureau will host a Girl Cops Are Awesome event.

The event will be held from 3:30-5:30 p.m. at the Rosewood Initiative, located 15 16126 SE Stark.

The event stems from an incident last year in which a local girl found a law enforcement costume that was labeled for boys. Shooting Investigation Underway at 102nd Transit Station - No Injuries, Suspect in Custody

On Tuesday October 25, 2016, at 8:34 p.m., East Precinct and Transit Police Division officers responded to the report of someone firing a gun on the MAX train at the 102nd Avenue Transit Station on East Burnside Street.

Officers arrived in the area and learned that the suspect was being held down by a Good Samaritan. Officers took the teen male suspect into custody without incident.

The preliminary investigation indicates that the suspect fired one or two shots after being confronted by an adult male known to the suspect. The dispute appears to be over money missing from the victim's home.

Nobody was injured in the shooting and the Transit Police Division will be investigating.

Suspect Arrested for Burglarizing Tina's Corner Restaurant in Southeast Portland (Photo)

On Wednesday October 26, 2016, at 3:02 a.m., East Precinct and Canine Unit officers responded to the report of a burglary in progress at Tina's Corner Restaurant located at 5515 Southeast 122nd Avenue.

Officers arrived in the area and established a perimeter around the business. As officers were waiting outside, the suspect set off the burglary alarm inside the restaurant, then climbed out a side window and was taken into custody without incident. A Canine Unit searched the building and determined there were no additional suspects hiding inside.

The suspect, 32-year-old Charles Johnson, was booked into the Multnomah County Jail on charges of Burglary in the Second Degree, Theft in the Second Degree and Criminal Mischief in the Third Degree. Johnson was also held on an unrelated warrant for Theft in the Third Degree.

Convenience Store Robbery Suspect Arrested and Booked on Several Charges (Photo)

On Wednesday October 26, 2016, Portland Police Bureau Robbery detectives arrested 19-year-old Jonathan David Boland in connection with three convenience store robberies in Portland. Boland was arrested on the campus of Portland State University, with the assistance of Portland State University Campus Public Safety.

Boland was booked into the Multnomah County Jail on charges of Robbery in the Second Degree (three counts). He will be arraigned on Thursday in Multnomah County Court.

The robberies occurred at the following locations:

* October 5, 2016 at the Duniway Market, located at 2417 Southwest 5th Avenue
* October 6, 2016, at the Plaid Pantry, located at 14090 Northeast Sandy Boulevard
* October 7, 2016, at the Plaid Pantry, located at 10255 Northeast Glisan Street

Suspect Arrested After Robbing Southeast Portland Convenience Store (Photo)

On Thursday October 27, 2016, at 12:19 a.m., East Precinct officers responded to the 7-Eleven store, located at 17404 Southeast Powell Boulevard, on the report of an armed robbery where the suspect fired a shot.

Officers arrived in the area and contacted the victim who told police that the suspect entered the store, armed with a handgun, and stole cash and the cash register drawer. Once the suspect was outside the store he fired a single gunshot from a handgun then left the area.

Suspect information was broadcast to officers in Portland, Gresham and Fairview and the suspect was located and arrested in Fairview by officers in the East Metro Gang Enforcement Team.

The suspect, 20-year-old Armando Gomez Zacarias, was booked into the Multnomah County Jail on charges of Robbery in the First Degree and Unlawful Use of a Weapon.

Shooting Investigations Underway in Northeast Portland - Two Separate Shootings, Three Victims Total

The Portland Police Bureau is investigating two shootings in Northeast Portland that injured three people this evening.

On Thursday October 27, 2016, at 9:40 p.m., North Precinct, Transit Police Division and Gang Enforcement Team officers responded to the report of a shooting at Holladay Park.

Officers arrived and located a male victim suffering from a gunshot wound. The victim was transported by ambulance to a Portland hospital for treatment to serious injuries.

Witnesses told police that the suspects left the area in a vehicle.

At 9:48 p.m., officers responded to the report of gunfire in the area of Northeast 21st Avenue and Weidler Street. Officers arrived in the area and located a female gunshot victim and learned of a male gunshot victim a few blocks away. Both victims injuries are believed to be non-life-threatening.

Officers are continuing to search the area for suspects and evidence. At this point it is not known if these incidents are related to one another.

The Tactical Operations Division's Gang Enforcement Team (GET) and Gun Task Force (GTF) are continuing to investigate several incidents of gun violence citywide.

Information learned from social media sites such as Facebook, Twitter or YouTube should be shared with investigators as these tips may lead to the identification of a suspect or suspects.

PPB Wants You to Stay Safe this Halloween Weekend (Photo)

The Portland Police Bureau wants everyone to stay safe this Halloween. Because Halloween falls on a Monday this year, there will undoubtedly be numerous parties around the City throughout the weekend. PPB wants to remind the public that alcohol-impaired driving and drug-impaired driving is dangerous and illegal. Please follow these helpful reminders:

* Use a designated driver
* Call a taxi or ride-sharing company
* If you consume alcohol or marijuana, do it responsibly
* Remember, buzzed driving is drunk driving

Community members can support zero tolerance for impaired driving by immediately reporting suspected impaired drivers to 9-1-1.

On Halloween, drivers and bikers should use extra care on our roadways, as children will be out trick-or-treating.

This year, due to the trend in scary or illegal behavior by people dressed as clowns, PPB strongly cautions people to not engage in this behavior, even if they think it's just a joke. Parents should also caution their teens to avoid this behavior as well.

The following Halloween and trick or treating tips are from the Office of Neighborhood Involvement's Crime Prevention Program:

* If your child is going trick-or-treating, first determine if he or she is mature and old enough to go without adult supervision
* Have your child take a cell phone and be sure they know how to call 9-1-1.
* Visit only those homes where the porch lights are on.
* Accept treats at the door and never enter a stranger's house.
* Map out the route they will follow, so you will know where to find them and set a time when they are expected to return from trick-or-treating.
* Identify businesses and neighbors' homes along the route they can go to if they encounter someone who makes them uncomfortable.
* Plan what they can do if they become separated from you, another adult or friends.
* Teach your children to be aware and alert in public. While they are out, they should remove distractions such as texting and playing games on their mobile phones.
* Encourage them to follow their intuition and act on it if someone's behavior makes them uncomfortable.
* Avoid masks or costumes that limit visibility and mobility.
* Inspect treats before eating and discard any candy that has packaging already opened.

Review pedestrian safety skills such as:
* Walking on sidewalks or the shoulder of the road instead of the middle of the street
* Looking both ways and making sure that a driver can see them before crossing
* Crossing the street at intersections or crosswalks. Remind them not to cross in the middle of the street or between parked cars
* Wearing light-colored or reflective clothing to improve visibility
* Carrying a flashlight

Milwaukie Mart Robbery Suspects Arrested in Vancouver Last Week (Photo)

Two men suspected of robbing the Brooklyn Neighborhood's Milwaukie Mart in early-October were arrested last week in Vancouver, Washington.

18-year-old Ceontae Shamarr Poston and 24-year-old Keith Byron Woody were arrested near Southeast 107th Avenue and Mill Plain Boulevard at approximately 5:30 p.m. on Thursday October 20, by the Vancouver Police Department, the Clark County Sheriff's Office and the US Marshals Fugitive Task Force. Both were booked into the Clark County Jail.

Poston was extradited from Washington to the Multnomah County Jail on Thursday October 27, 2016. Woody remains in the Clark County Jail facing charges in Washington.

This investigation started on Sunday October 9, 2016, at 2:42 p.m., Central Precinct officers responded to the report of an armed robbery at the Milwaukie Market, located at 4401 Southeast Milwaukie Avenue.

Officers arrived in the area and contacted the employee who was suffering from a head injury. Medical personnel responded and transported the victim by ambulance to a Portland hospital for treatment.

The victim told police that two men entered the market and ordered him to get down on the floor. One of the suspects was armed with a handgun and hit the victim in the face with the gun, causing the injuries.

After obtaining an undisclosed amount of cash, the suspects left the market without incident. The victim's 5-year-old daughter was in the store at the time of the robbery but hid from the suspects and was not injured.

Robbery detectives developed leads in the case and determined that the two suspects were Keith Woody and Ceontae Poston.

UPDATE: Fatal Crash on St. Johns Bridge - Bridge Closure Anticipated to Last Several Hours (Photo)

The driver involved in today's fatal crash on the St. Johns Bridge was arrested after a crash investigation by Traffic Division officers.

42-year-old Joel Aaron Schrantz of North Portland was booked into the Multnomah County Jail on a charge of Criminally Negligent Homicide. He'll be arraigned on Monday.

The bicycle rider has been tentatively identified as a man in his 50s. Family has not yet been notified so the deceased's name is being withheld at this time.

Investigators learned that Schrantz was driving his 1995 Toyota 4Runner northbound and was stopped at a red light on Northwest Bridge Avenue at the entrance to the St. Johns Bridge. When the light turned green, Schrantz accelerated into the curve and lost control of the vehicle as it began to fishtail as he turned onto the bridge. Schrantz failed to maintain control of his vehicle as it slid into the westbound lanes of the bridge, where he collided with the bicycle rider who was riding westbound across the bridge. The rider was knocked from his bicycle and came to rest underneath the front of an unrelated vehicle being driven westbound.

Investigators examined Schrantz' vehicle and noted that the rear tires were bald and had no traction. Investigators learned that Schrantz was aware of the bad condition of his tires and other vehicle equipment issues making the 4Runner unsafe to drive.

Schrantz' driver's license is suspended and he'll face additional traffic charges once the investigation is complete. He was not impaired by drugs or alcohol.

The St. Johns Bridge was reopened to traffic at approximately 3:45 p.m.

On Saturday October 29, 2016, at 11:25 a.m., North Precinct and Traffic Division officers responded to the West end of the St. Johns Bridge on the report of a crash involving a bicycle rider and a driver.

Officers and medical personnel arrived and located a male adult bicycle rider critically injured. Medical efforts were not successful and he died at the scene.

The involved driver has remained at the scene and is cooperating with investigators.

The Traffic Division's Major Crash Team is responding to conduct an investigation.

The St. Johns Bridge will be closed for several hours due to the crash investigation.

This is the 35th traffic fatality in the City of Portland in 2016.

UPDATE #2: Fatal Crash on St. Johns Bridge - Bridge Closure Anticipated to Last Several Hours (Photo)

The bicycle rider killed on Saturday has been identified as 55-year-old Mitchell Todd York of Northeast Portland. Investigators learned that York was a dedicated bicycle rider, logging more than 500 miles a week.

The driver involved in today's fatal crash on the St. Johns Bridge was arrested after a crash investigation by Traffic Division officers.

42-year-old Joel Aaron Schrantz of North Portland was booked into the Multnomah County Jail on a charge of Criminally Negligent Homicide. He'll be arraigned on Monday.

The bicycle rider has been tentatively identified as a man in his 50s. Family has not yet been notified so the deceased's name is being withheld at this time.

Investigators learned that Schrantz was driving his 1995 Toyota 4Runner northbound and was stopped at a red light on Northwest Bridge Avenue at the entrance to the St. Johns Bridge. When the light turned green, Schrantz accelerated into the curve and lost control of the vehicle as it began to fishtail as he turned onto the bridge. Schrantz failed to maintain control of his vehicle as it slid into the westbound lanes of the bridge, where he collided with the bicycle rider who was riding westbound across the bridge. The rider was knocked from his bicycle and came to rest underneath the front of an unrelated vehicle being driven westbound.

Investigators examined Schrantz' vehicle and noted that the rear tires were bald and had no traction. Investigators learned that Schrantz was aware of the bad condition of his tires and other vehicle equipment issues making the 4Runner unsafe to drive.

Schrantz' driver's license is suspended and he'll face additional traffic charges once the investigation is complete. He was not impaired by drugs or alcohol.

The St. Johns Bridge was reopened to traffic at approximately 3:45 p.m.

On Saturday October 29, 2016, at 11:25 a.m., North Precinct and Traffic Division officers responded to the West end of the St. Johns Bridge on the report of a crash involving a bicycle rider and a driver.

Officers and medical personnel arrived and located a male adult bicycle rider critically injured. Medical efforts were not successful and he died at the scene.

The involved driver has remained at the scene and is cooperating with investigators.

The Traffic Division's Major Crash Team is responding to conduct an investigation.

The St. Johns Bridge will be closed for several hours due to the crash investigation.

This is the 35th traffic fatality in the City of Portland in 2016.

The Portland Police Bureau is committed to working with our partners in government and the community to create safer streets and work towards reducing, and eventually eliminating, traffic fatalities as part of Vision Zero.

ECIT Officers Convince Suicidal Man to Seek Medical Care

On Saturday October 29, 2016, at 9:56 p.m., East Precinct officers responded to the Southeast Division Street overpass above the I-205 off-ramp to Powell Boulevard on the report of an agitated man in crisis threatening to jump from the bridge and hang himself.

An East Precinct officer, who is also a member of the Bureau's Enhanced Crisis Intervention Team, responded along with other officers and began to talk with the man. After approximately an hour and a half, the man agreed to climb off the ledge and go to a Portland hospital for treatment. Officers learned that the 28-year-old man is a veteran with some medical and addiction issues.

The Portland Police Bureau generally responds to more than 1,200 suicidal person calls a year. To help improve our response to these calls all Portland Police officers received Crisis Intervention Training. Additionally, the Portland Police Bureau has created an Enhanced Crisis Intervention Team (ECIT). This is a team of volunteer officers who receive additional training in crisis resolution, negotiation, critical incident management and knowledge regarding the mental health system. These ECIT officers were integral in resolving several of the calls addressed today. The Bureau also field three teams containing both a police officer and mental health clinician from our community partner, Cascadia Behavioral Healthcare. These teams work with individuals who have both frequent police contact and mental health issues.

Entertainment Detail Officers Arrest Suspect with Stolen Handgun (Photo)

On Sunday October 30, 2016, at 1:27 a.m., Central Precinct Entertainment Detail officers in the area of Northwest 3rd Avenue and Burnside Street were alerted by area nightclub security about a man walking in the Entertainment District with a gun.

Officers spotted the suspect and followed he and the group as they walked through the crowded Entertainment District in the area of Northwest 3rd Avenue and Couch Street. Near the edge of the street closures on Burnside, the suspect saw officers and ran towards Southwest Ankeny Alley, where officers were able to take him into custody.

Officers seized a loaded handgun from the suspect. Officers later determined that the gun was reported stolen in Clackamas County.

Officers also noted that the suspect was wearing a GPS ankle monitor from a previous arrest.

The suspect, 20-year-old Marco Antonio Dominguez-Mendoza, was booked into the Multnomah County Jail on charges of Theft in the First Degree (by receiving), Theft in the First Degree, Unlawful Possession of a Firearm, Possession of a Loaded Firearm, and Carrying a Concealed Weapon. Dominguez-Mendoza was also held on warrants for Unlawful Use of a Weapon and Assault in the Fourth Degree (Domestic Violence).

The Central Precinct Entertainment Detail works collaboratively with the Oregon Liquor Control Commission (OLCC), Portland Fire & Rescue and bar and nightclub owners, staff and security to provide a safe environment at Downtown Portland venues.
