UPDATE #2: Officer-Involved Shooting Investigation Underway in Southeast Portland - Suspect Injured (Photo)

The man injured in yesterday evening's shooting has been identified as 56-year-old Don Allan Perkins. Perkins remains at a Portland hospital recovering from gunshot wounds and is expected to survive. Detectives determined that the gun recovered from the scene was a realistic-looking replica firearm.

Photos of Perkins and the firearm are being released to the public.

The officers involved in the shooting are Officer Roger Walsh and Officer Bradley Clark, both 11-year-veterans assigned to Central Precinct.

The Professional Standards Division will be interviewing the officers on Saturday.

This is an ongoing investigation and, upon completion, will be forwarded to the Multnomah County District Attorney's Office and presented to a Grand Jury, which is standard procedure.

Following the Grand Jury, the Bureau will release additional information as is standard practice. Additionally, as part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is comprised of community members, Bureau members and representatives from the Independent Police Review Division.

Portland Police Homicide Detectives, assisted by the Multnomah County Major Crimes Team, are continuing the investigation into an officer-involved shooting that occurred this evening in Southeast Portland.

At 6:31 p.m., Central Precinct officers responded to a 9-1-1 call regarding a 56-year-old man who was threatening to commit suicide. Information gathered by the Bureau Of Emergency Communications (BOEC) suggested the man was near the 2100 block of Southeast Lafayette Street.

Officers arrived in the area and began to search for the man. At approximately 7:15 p.m., BOEC obtained information of a more specific location of the man. Officers used the information to locate the man in a vehicle on the 3300 block of Southeast 22nd Avenue.

Officers, including an Enhanced Crisis Intervention Team (ECIT) officer, contacted the man and began to communicate with him. During the contact with the man, the officers developed information that he possessed a handgun. As officers were attempting to continue communication, the man exited the vehicle and had an encounter with the officers that resulted in two officers firing shots that struck him. Immediately after the shooting, officers quickly developed a plan to safely approach him and render medical aid. The officers provided medical aid to the man until medical personnel arrived and transported him by ambulance to a Portland hospital, where he is presently in critical condition. The suspect's handgun has been recovered at the scene.

The investigation is in its early stages and no additional information will be released at this time.

The identities of the injured man and the involved officers will be released on Friday. The officers will remain on paid administrative leave, per Bureau policy, until the completion of the investigation and Grand Jury.

UPDATE #2 - Armed Robbery Investigation, Officer-Involved Shooting in Northeast Portland (Photo)

The armed robbery suspect killed in yesterday morning's shooting has been identified as 17-year-old male Quanice (pronounced QUAN-ess) Derrick Hayes. At the time of the armed robbery and shooting, Hayes was armed with a realistic-looking replica firearm.

Photos of Hayes and the firearm are being released to the public.

The officer involved in the shooting is Officer Andrew Hearst, a seven-year-veteran of the Portland Police Bureau, currently assigned to East Precinct.

Officer Hearst was interviewed by the Professional Standards Division this morning as the investigation continues into the events leading up to and including the use of deadly force.

This is an ongoing investigation and, upon completion, will be forwarded to the Multnomah County District Attorney's Office and presented to a Grand Jury, which is standard procedure.

Following the Grand Jury, the Bureau will release additional information as is standard practice. Additionally, as part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is comprised of community members, Bureau members and representatives from the Independent Police Review Division.

At 7:24 a.m., East Precinct officers responded to the report of an armed robbery at the Portland Value Inn hotel, located at 1707 Northeast 82nd Avenue. As officers were responding they learned that the victim was sitting in his car across the street from the hotel when the suspect robbed him at gunpoint approximately 30 minutes earlier. The suspect was described to police as a black male in his 20s, wearing a dark-colored hooded sweatshirt and jeans, armed with a handgun. The victim described the suspect running towards 82nd Avenue after the robbery.

A short time later, officers learned that someone at or near the Banfield Pet Hospital called police to report a car prowl and described a similar suspect.

Officers checking the neighborhood contacted a man matching the suspect's description but he ran from police so officers established a neighborhood perimeter and began to search for the suspect, assisted by a Canine Unit.

During the neighborhood search, officers located indications of a break-in a residence in the 8300 block of Northeast Hancock Street. The Canine Unit searched the home but did not locate any suspects.

A short time later, officers encountered the suspect outside the residence. During this encounter, an officer shot the suspect. After the shooting, officers approached the suspect to render medical aid but determined that the suspect was deceased. A handgun was located near the suspect.

The investigation is in its early stages and no additional information will be released at this time.

The identities of the suspect (pending confirmation and family notification) and the involved officer will be released on Friday. The officer will remain on paid administrative leave, per Bureau policy, until the completion of the investigation and Grand Jury.

Two Arrested at Sellwood-Moreland Neighborhood Starbucks on Saturday Afternoon After Creating a Disturbance (Photo)

On Saturday February 11, 2017, at 10:39 a.m., Central Precinct officers responded to Starbucks at Southeast Milwaukie Avenue and Bybee Boulevard on the report that a man and woman entered the coffee shop and that the man demanded everyone leave the store "before anything bad happened."

Employees evacuated everyone, including customers, leaving the man and woman inside the store.

Officers arrived in the area and were able to determine the identities of both and learned they were experiencing a mental health crisis. Officers talked to both people and got them both to come out and surrender peacefully. They were taken into custody at approximately 11:11 a.m.

48-year-old Rodney Allen Smith and 48-year-old Lisa Grier were booked into the Multnomah County Jail on a charge of Coercion. Smith was booked on an additional charge of Theft in the Third Degree.

On Friday February 3, 2017, Smith and Grier were the subject of a police call at the Jantzen Beach Safeway store after Smith claimed to have a gun, demanded the store to be evacuated and locked himself in the manager's office. He was accompanied by a woman who was later determined to be his wife, Lisa Grier.

Officers were able to deescalate the situation and Smith surrendered peacefully and was taken to the hospital by ambulance on a police officer hold for a mental health evaluation. Grier was released from the scene.

The search for the carjacking suspect is continuing in the area of Northeast 74th Avenue and I-84 along the railroad tracks.

At 3:48 a.m., East Precinct officers responded to the report of a carjacking at Southeast 72nd Avenue and Lexington Street. The victim initially told police that the suspect was armed with a handgun and a knife as he stole the victim's white Subaru Forester.

The stolen car was spotted by police in the area and the driver led officers on a traffic pursuit northbound I-205 to westbound I-84. The suspect crashed east of 74th Avenue and the suspect ran from the vehicle and jumped down to the railroad/MAX track to the North of the freeway.

Based on information the suspect was armed with a handgun and a knife, SERT and CNT were activated to assist with the search for the suspect.

MAX is now moving through the area but railroad traffic will continue to be restricted due to the ongoing search, which is concentrated along the railroad tracks. Freeway traffic is not affected.

MAX and railroad traffic have been stopped due to the search. The suspect ran after crashing a vehicle on I-84 at 74th Avenue. The suspect is described as a light-complected male wearing dark clothing.

On Monday February 13, 2017, at 12:00 a.m., North Precinct responded to the report of a shooting in the 2500 block of North Williams Avenue.

Officers and medical personnel arrived and located the victim, a male in his 50s, suffering from a gunshot wound to the head. The victim was able to provide suspect information before being transported to a Portland hospital for treatment. He is currently in serious condition.

Officers quickly located the suspect driving out of the area and stopped the suspect in his vehicle at Northeast Sacramento Street and Rodney Avenue. The suspect was taken into custody without incident.

Detectives learned that the suspect and victim knew each other prior to the shooting.

The suspect, 63-year-old Dennis Ray Howie, was booked into the Multnomah County Jail on a charge of Assault in the First Degree. Howie will be arraigned on Tuesday.

Detectives are continuing to investigate the circumstance of the shooting.

UPDATE: Canine Search Leads to Three Burglary Suspects' Arrest Early Friday Morning (Photo)

Later Friday afternoon, Gang Enforcement Team officers located the suspects' firearm in some bushes in the neighborhood after searching in the daylight hours.

Investigators do not believe there are any additional firearms outstanding.

On Friday February 10, 2017, at 12:46 a.m., East Precinct officers responded to the report that three men were seen approaching a residence in the 500 block of Northeast 81st Avenue and that one of the men was armed with a handgun.

Officers arrived in the area and saw one of the suspects walking out to the street holding a bin of property. The suspect saw the officers, dropped the property and ran into the neighborhood out of sight of the officers.

Officers established a neighborhood perimeter and began to search the area, assisted by a two Canine Units, "Jasko" and "Bravo." The residence was found to have been forcefully entered and ransacked. Nobody was home at the time of the burglary.

During the neighborhood search, all three suspects were located and arrested. No firearm was found during the initial search.

32-year-old Warren Stanton, 25-year-old Antonio Young and 22-year-old Shakor Holiday were arrested and booked into the Multnomah County Jail on charges of Burglary in the First Degree. Holiday was also held on a parole violation.

Public Alert: Unidentified Male Offering Money to Lure Children into Car in Northeast Portland

The Portland Police Bureau would like to alert the public about two reports received about a man offering money to children to lure them into his vehicle.

On Sunday February 12, 2017, at 2:31 p.m., North Precinct officers responded to Khunamokwst Park (pronounced KAHN-ah-mockst), located at 5200 Northeast Alberta Street, on the report that a man offered two young girls money to get into his car.

Officers contacted the 10 and 11 year old girls at one of their homes in the area. The girls reported to police that they were walking home on Alberta Court from the park and noticed a man driving behind them. The girls told police that the man waved money at them and asked them to come to his car. The girls ran away, told one of their mothers and called police.

The girls described the man as a black male, 34 years old, medium brown skin, beard, heavy set, wearing black clothing and smelling of marijuana. The girls described the vehicle as an older, beat up, dirty silver car missing lights on the rear, no license plates, and driver's side door damage.

While officers were taking this report, they received a second report from a 9-year-old girl in the area stating that she was approached by a man offering her money out his car window, near a church at Northeast 56th Avenue and Alberta Street. She described the man as a black male in his 20s, thin build, short curly hair, wearing a baseball cap. The car was described as an old white car, with plastic tape over a back window.

Officers learned a fourth person, a 55-year-old woman, was approached in a similar fashion as she walked her grandchildren home. The woman told police that the man waved money out the window as he licked his lips. She described the suspect vehicle as an older gray Honda.

At this point, no suspect or suspects have been identified and it is not certain that all three incidents are the same person, although the neighborhood and activity is very similar.

Anyone witnessing a luring-type incident is asked to immediately call 9-1-1 and provide as much information as possible. If any residents in the area of this incident have residential surveillance cameras, investigators are asking them to check recordings for any possible images of the suspect.

The Portland Police Bureau would like to remind parents to talk to their children about "stranger danger" to keep them safe.

Suspect in Series of Bank Robberies Arrested on Sunday Morning (Photo)

On Sunday February 12, 2017, the US Marshals Oregon Fugitive Task Force arrested the suspect in a series of Portland bank robberies. The suspect was arrested at a motel in the area of Southeast 92nd Avenue and Stark Street.

48-year-old Franklin Aaron Bearcub was booked into the Multnomah County Jail on a federal hold. Bank robbery charges are pending with the US Attorney's Office Oregon.

Between January 4 and February 11, 2017, Bearcub is suspected of robbing six Portland banks:

* January 4 at US Bank, located at 900 Southwest 6th Avenue

* January 12 at the Bank of the West, located at 840 Southwest Broadway

* January 20 at KeyBank, located at 1001 Northwest 14th Avenue

* January 30 at Umpqua Bank, located at 750 Southwest Yamhill Street

* February 1 at KeyBank, located at 4131 Southeast Hawthorne Boulevard

* February 11 at KeyBank, located at 4600 Southeast Woodstock Boulevard

During the investigations, Portland Police Bureau Robbery detectives and the FBI Safe Streets Task Force were able to identify Bearcub as the suspect and learned that he had an outstanding federal parole violation warrant on an original charge of bank robbery.

Investigators worked with the US Marshals Oregon Fugitive Task Force to safely locate and arrest Bearcub.

Roseway Neighborhood Subway Robbed on Wednesday Night - No Injuries

On Wednesday February 15, 2017, at 9:32 p.m., North Precinct officers responded to the Subway sandwich shop, located at 7110 Northeast Sandy Boulevard, on the report of an armed robbery.

Officers arrived in the area and contacted employees who told police that the suspect, armed with a handgun, entered the shop and demanded money. After obtaining an undisclosed amount of cash, the suspect left the shop and was last seen running northbound across Sandy Boulevard.

Several officers, including a Canine Unit, searched the neighborhood but did not locate anyone matching the suspect's description.

The suspect is described as a black male in his 30s, 6'3" tall, muscular build, wearing a dark-colored mask, dark-colored hooded sweatshirt, carrying a handgun.

Montavilla Neighborhood Tavern Robbed Early Thursday Morning - No Injuries

On Thursday February 16, 2017, at 1:23 a.m., East Precinct officers responded to the report of an armed robbery at the Top of the Hill Tavern, located at 9252 Northeast Glisan Street.

Officers arrived in the area and contacted employees who told police that the suspect entered the bar, armed with a handgun, and demanded money. After obtaining an undisclosed amount of cash, the suspect left the bar and was last seen running eastbound on Glisan.

Several officers, including a Canine Unit, searched the neighborhood but did not locate anyone matching the suspect's description.

The suspect is described as a white male in his 40s, 6'2" tall, chubby build, wearing a dark-colored mask, dark-colored hooded sweatshirt, blue jeans, white shoes, and carrying a handgun.

19-Year-Old Man Arrested During Thursday Evening Protest (Photo)

The Portland Police Bureau made one arrest on Thursday evening during a protest event that disrupted traffic in Downtown Portland.

19-year-old Zachary P. Lange was arrested on a charge of Riot after an interaction with a motorist on Southwest 3rd Avenue. Lange was not arrested immediately after the commission of the crime but was arrested later as the protest march neared an end.

Lange was booked into the Multnomah County Jail and will be arraigned on Friday.

The protest started and ended in the South Park Blocks but affected Downtown traffic for a couple of hours and there were some reports of minor vandalism and heated interactions with drivers unable to move in the roadway.

Protests generally do not require any permit from the City of Portland; however, any event held in the street and/or sidewalk, such as runs, walks, marches, parades or bicycle races must have a permit granted by the City of Portland. Additionally, event organizers are encouraged to work with the City of Portland to ensure a safe event for participants and non-participants.

Public's Help Sought to Locate a Missing 92-Year-Old Woman (Photo)

The Portland Police Bureau's Missing Persons Unit is asking for the public's help to locate a 92-year-old woman missing since the afternoon hours of Friday February 17, 2017.

Sam was last seen today at approximately 3:00 p.m. when she left her temple at Southeast 118th Avenue and Division Street.

Sam is described as 4'00" tall, 110 pounds, very short black and gray hair, and brown eyes. Sam was last seen wearing a black puffy jacket, black and white pinstriped pants, and black shoes.

Sam suffers from dementia and it is unlikely she will know how to get home or how to contact family. Sam speaks Vietnamese and knows very little English.

Anyone seeing Sam is asked to call 9-1-1 so that police may check her welfare. Anyone with non-emergency information is asked to contact Detective Heidi Helwig at 503-823-0797, heidi.helwig@portlandoregon.gov.

At approximately 11:45 a.m., Mountain Wave Search and Rescue personnel safely located 2-year-old River in some blackberry bushes not far from his home. River was transported to the hospital for exposure to cold temperatures and some scratches from the bushes.

Officers from the Portland Police Bureau and Beaverton Police Department, FBI agents and search and rescue personnel searched for several hours before locating River

Investigators will forward all police reports to the Oregon Department of Human Services for review, which is standard in any case involving child welfare.

The Bureau would like to thank all those who assisted with today's search.

The Portland Police Bureau's Missing Persons Unit is asking for the public's help to locate a 2-year-old child reported missing early Saturday morning.

River is a 2-year-old male, is very mobile and has no known health issues. He was last seen wearing black pajamas with stars on them. River has blonde hair and blue eyes.

At approximately 6:00 a.m. this morning, East Precinct officers responded to a residence in the 1700 block of Northeast 67th Avenue after the child's mother reported that she woke up and he was not in bed with her.

Numerous officers, including a Canine Unit, have been searching the neighborhood, including Rose City Golf Course. The Portland Police Bureau's Air Support Unit will be assisting with the search, weather permitting, and Multnomah County Sheriff's Office Search and Rescue (SAR) personnel are responding to assist.

Police are asking area residents that may be out and about to keep an eye out for River and to immediately call 9-1-1 if they see him.

River was admitted to a Portland hospital for treatment to non-life-threatening injuries and exposure to cold temperatures. After the investigation, detectives placed River into protective custody out of concern for the child's welfare and safety at home. The Oregon Department of Human Services is involved in the investigation and there will be a court hearing on Tuesday to determine next steps in the case.

Investigators will forward all police reports to the Oregon Department of Human Services for review, which is standard in any case involving child welfare.

The Portland Police Bureau's Missing Persons Unit is asking for the public's help to locate a 2-year-old child reported missing early Saturday morning.

River is a 2-year-old male, is very mobile and has no known health issues. He was last seen wearing black pajamas with stars on them. River has blonde hair and blue eyes.

At approximately 6:00 a.m. this morning, East Precinct officers responded to a residence in the 1700 block of Northeast 67th Avenue after the child's mother reported that she woke up and he was not in bed with her.

Numerous officers, including a Canine Unit, have been searching the neighborhood, including Rose City Golf Course. The Portland Police Bureau's Air Support Unit will be assisting with the search, weather permitting, and Multnomah County Sheriff's Office Search and Rescue (SAR) personnel are responding to assist.

Police are asking area residents that may be out and about to keep an eye out for River and to immediately call 9-1-1 if they see him.

Beaumont-Wilshire Neighborhood Pizza Shop Robbed on Sunday Night - No Injuries

On Sunday February 19, 2017, at 8:59 p.m., North Precinct officers responded to the report of an armed robbery at Papa Murphy's, located at 4010 Northeast Fremont Street.

Officers arrived in the area and contacted employees who told police that the suspect entered the shop, armed with a handgun, and demanded money. After obtaining an undisclosed amount of cash, the suspect left the shop without incident.

Several officers, including a Canine Unit, searched the neighborhood but did not locate anyone matching the suspect's description.

The suspect is described as a black male in his 40s, wearing a dark-colored mask and hooded sweatshirt.

Detectives are investigating this case to determined if it's connected with other recent armed robberies.

Naked Burglary Suspect Arrested in Wilkes Neighborhood Apartment (Photo)

On Saturday February 18, 2017, at 10:15 p.m., North Precinct officers responded to the Village Garden Apartments in the 15200 block of Northeast Sandy Boulevard on the report that an unknown naked man pushed himself into a woman's apartment. The 28-year-old female victim reported that she was able to escape with her two children, ages two and eight.

Officers arrived in the area and learned that the suspect forced his way into the victim's apartment via the fourth floor balcony, grabbed onto her and pulled her towards the bathroom. The victim was able to escape and tried to call 9-1-1, but the suspect interfered with the call so she grabbed her two kids and escaped to a neighboring apartment to call 9-1-1. The victim did not suffer any serious physical injuries. The victim told police that she recognized the man as a former resident of the apartment complex.

Officers established containment on the apartment then, assisted by a Canine Unit, began searching the apartment. The suspect was discovered hiding behind a couch where he was arrested without incident.

The suspect, 21-year-old Miguel Gomez, was booked into the Multnomah County Jail on charges of Burglary in the First Degree, Kidnap in the First Degree, Attempted Rape in the First Degree, and Interfering with Making a Police Report. Gomez will be arraigned on Tuesday.

Shooting Investigation Underway on SE 82nd Avenue - One Person Injured

On Monday February 20, 2017, at 2:38 p.m., East Precinct officers responded to the report of a shooting in the 5800 block of Southeast 82nd Avenue.

Officers and medical personnel arrived and located a male adult suffering from a gunshot wound. He has been transported to a Portland hospital for treatment to serious injuries and his current condition is not known.

Officers contacted the 9-1-1 caller and learned that he was involved in the shooting. He is cooperative, the gun is secure and there is no risk to community.

Police are in the very early stages of the investigation and there is no additional information available at this time.

Southeast 82nd Avenue, between Foster Road and Woodstock Boulevard, is closed to all traffic. The best alternate routes are either 72nd or 92nd Avenues.

Interested media should stage on the Foster Road side of the crime scene. The Public Information Officer (PIO) will be responding to the scene shortly, ETA one hour.

Several Arrests During Unpermitted Street March on Monday in Downtown Portland (Photo)

On Monday February 20, 2017, the Portland Police Bureau responded to and assisted with two "Not My Presidents Day" protest events.

The first event, starting at approximately 11:00 a.m., occurred in the area of Southwest 3rd Avenue and Madison Street, across from the Edith Green-Wendell Wyatt Federal Building. The event organizers did not obtain any permit for a road closure or street use and several participants stood in the street and blocked traffic. Officers on bicycles and on foot attempted to maintain order but required assistance from Rapid Response Team (RRT) officers.

After lawful instructions were given by police to clear the roadway, officers did make several arrests in the area, as well as subsequent areas of Downtown Portland after an unpermitted street march involved dozens of people. During the march, officers had limited deployments of pepper spray and less-than-lethal munitions in response to actions of some protesters.

A total of 13 people were arrested in connection with the first event, seven adults and six juveniles. All 13 people received a traffic citation for violation of Oregon Revised Statute (ORS) 811.535 (Failing to Obey a Police Officer). All adults also received additional criminal criminal citations and booked into the Multnomah County Jail.

Arrested at Southwest 3rd Avenue and Madison Street:

* 66-year-old Margaret Ann Zebroski was arrested for Disorderly Conduct in the Second Degree.

* 42-year-old Heather Grace White was arrested for Disorderly Conduct in the Second Degree.

* 31-year-old David Johnathan Carlson was arrested for Disorderly Conduct in the Second Degree.

* 38-year-old Charles Ernest Stubbs was arrested for Disorderly Conduct in the Second Degree.

* 37-year-old John Doe (booked as Quanice Hayes) was arrested for Disorderly Conduct in the Second Degree, Resist Arrest and Furnishing False Information to Police.

* Two 16-year-old females and a 17-year-old female received traffic citations.

Arrested at Southwest 6th Avenue and Salmon Street:

* 34-year-old Lucy Elizabeth Smith was arrested for Disorderly Conduct in the Second Degree.

* 33-year-old Rebecca Smith-White was arrested for Disorderly Conduct in the Second Degree.

* 14, 16 and 17 year old males received traffic citations.

A second event started at 12:00 p.m. at Director Park, located at 815 Southwest Park Street. The event organizers obtained a permit to have a street march and were escorted on a route through Southwest Downtown Portland, returning to Director Park at approximately 1:00 p.m. There were no arrests or problems reported during this second event.

Protests generally do not require any permit from the City of Portland; however, any event held in the street and/or sidewalk, such as runs, walks, marches, parades or bicycle races must have a permit granted by the City of Portland. Additionally, event organizers are encouraged to work with the City of Portland to ensure a safe event for participants and non-participants.
