UPDATE - Public's Help Sought to Locate a Missing 62-Year-Old Woman (Photo)

On Monday January 30, 2017, the Multnomah County Sheriff's Office River Patrol recovered the body of 62-year-old Liz Bazzani from the Multnomah Channel of the Willamette River. The Oregon State Medical Examiner will conduct an autopsy to determine the cause of death. There are no signs of foul play.

The Portland Police Bureau's Missing Persons Unit is asking for the public's help to locate a 62-year-old woman missing since January 19, 2017.

Liz Bazzani is described as 5'4" tall, 110 pounds, white hair, and green eyes. She was last seen wearing green Ugg-style boots, flowing light-colored pajama pants, and a blue sweater. Bazzani is familiar with TriMet but left all personal affects at her residence in Northeast Portland.

Bazzani's family is concerned for her welfare as she is normally in regular contact with them. She was reported missing after she did not show up for work in the Pearl District on Thursday morning. There are no indications that her disappearance involves foul play.

Anyone seeing Bazzani should immediately call 9-1-1 so officers can check her welfare. Anyone with non-emergency information should contact Detective Heidi Helwig at 503-823-0797, heidi.helwig@portlandoregon.gov.

Bank Robbery Investigated in Southeast Portland (Photo)

On Wednesday February 1, 2017, at 2:52 p.m., East and Central Precinct officers responded to the KeyBank branch located at 4131 Southeast Hawthorne Boulevard on the report of a robbery.

Officers arrived in the area and spoke with employees who told police the suspect entered the bank, presented a note demanding money. After obtaining an undisclosed amount of cash, the suspect left the bank without incident.

The suspect is described as a white male in his late 30s to early 40s, between 5'8" and 5'11" tall, with some facial hair, wearing small round sunglasses, an unknown color beanie, denim jacket, and unknown colored pants (photo attached).

Officers checking the neighborhood did not locate anyone matching the suspect's description.

Update: Stolen Recumbent Tricycle Recovered

A recumbent tricycle that was stolen last November from a man with disabilities has been recovered and returned to him. Portland Police Burglary Detective Sergeant Troy Pahlke received a phone call from the Portland Union Gospel Mission informing him the tricycle had been found and was currently at the Union Gospel Mission.

On November 25, 2016, the Police Bureau received an online report regarding the theft of a recumbent trike belonging to Dan Cadmus. Mr. Cadmus utilized the recumbent tricycle to assist him in navigating through his neighborhood, due to limited mobility.

Sergeant Pahlke assisted Union Gospel Mission in contacting Mr. Cadmus and they reunited him with his tricycle this morning.

The Portland Police Bureau wants to thank all those at the Union Gospel Mission for their assistance in reuniting Mr. Cadmus with his tricycle.

Update: Man Arrested After Bank Robbery in Southeast Portland (Photo)

The suspect arrested after a robbery at the U.S. Bank branch at 16002 Southeast Division Street has been identified as 37-year-old Cody Joe Jonas. Cody Jonas was booked into the Multnomah County Jail on a U.S. Marshals hold related to Federal bank robbery.

On Wednesday, February 1, 2017, at 6:02 p.m., Portland East Precinct, Gang Enforcement Team, Transit Division and Gresham police officers responded to the U.S. Bank branch located at 16002 Southeast Division Street on the report of a bank robbery.

Officers arrived in the area and spoke with employees who told police the suspect entered the bank and jumped over the counter. After obtaining an undisclosed amount of cash, the suspect left the bank without incident.

A witness to the robbery observed the suspect leave the area in a vehicle. Through the assistance of the witness and bank employees, officers were able to locate the suspect's vehicle. Officers attempted to perform a traffic stop, but the driver failed to stop. Officers initiated a pursuit, but after a short time, the suspect exited his vehicle and fled on foot.

Officers established a large perimeter near the area where the suspect fled. Officers made the decision to make a substantial perimeter because of a big field in the area and limited availability of roads. The size of the perimeter necessitated a large number of officers.

A police K9 team assisted officers with the search. The suspect was found and taken into custody in the 16000 block of Southeast Taylor Street.

Robbery detectives are continuing to investigate this bank robbery. Anyone with information is asked to call 503-823-0405.

In December 2016, the Portland Police Bureau's Tactical Operations Division conducted "Operation Safe Holidays" after a surge in gun violence in November.

Over the course of the 10 days of the operation, Portland Police officers arrested 42 people for a variety of crimes and seized nine firearms. Many of the people arrested were specifically identified as people involved in recent gun, gang and/or violent crime incidents. The goal of this operation was to hold accountable those who had shown a propensity for violent crime and to prevent further acts of gun violence, which has an adverse impact on families, children and livability in Portland neighborhoods.

Gang-related violent crime incidents in Portland were down in 2016 (159) as compared to 2015 (193).

Operation Safe Holidays was a collaborative effort involving the Portland Police Bureau, the Multnomah County District Attorney's Office; the U.S. Attorney's Office -- Oregon; the Federal Bureau of Investigation (FBI); the Bureau of Alcohol, Tobacco and Firearms (ATF); U.S. Parole and Probation; U.S. Pretrial; the East Metro Gang Enforcement Team (EMGET); and Multnomah County Parole and Probation.

The Portland Police Bureau's Gang Enforcement Team (GET) works closely with gang outreach organizations like the Portland Opportunities Industrialization Center (POIC) and the Mayor's Office of Youth Violence Prevention as well as community groups like Enough is Enough PDX, which is a community-led campaign aimed at encouraging people to take a stand against gang violence in the area. Man Taken to Hospital After Demanding NE Portland Store be Evacuated

On Friday February 3, 2017, at 5:29 p.m., North Precinct officers responded to the report of a man who entered the Jantzen Beach Safeway, located at 11919 North Jantzen Drive. The man stated he possessed a firearm, demanded the store be evacuated, and locked himself in the Safeway manager's office with a woman who was with him.

Multiple officers arrived on scene and implemented a plan to ensure the safety of customers as well as the subject and the woman. As officers safely evacuated customers, they learned witnesses heard the subject state he possessed a firearm, but no firearm was seen.

Officers inside the Safeway heard the subject make multiple demands. He informed police if the demands were not met, police would have to shoot him.

Officers, including an Enhanced Crisis Intervention Team (ECIT) officer, K9 officers, multiple sergeants and a lieutenant, responded to the location and began talking to the man who appeared to be in mental health crisis.

Officers continued to talk with the man, until he agreed to come out of the manager's office with the woman. Once outside the office, both persons were cooperative with police. The woman appeared to have willingly entered the office and there was no indication she was taken or kept in the room against her will.

Based on observations made by officers on scene, it was believed the man was experiencing a mental health crisis and an officer hold was the most appropriate course of action. The 48-year-old man was transported to a Portland hospital by ambulance for a mental health evaluation.

No firearm was located.

Fatal Crash Investigation Underway on North Interstate Avenue

On Monday February 6, 2017, at 9:07 a.m., North Precinct and Traffic Division officers responded to the 7600 block of North Interstate Avenue on the report that a pedestrian had been struck by a driver.

Officers and medical personnel arrived and located a male adult fatally injured in the northbound lane of North Interstate Avenue. Preliminary information indicates that the deceased may have been on a bicycle when he was struck by the driver of a box truck. The driver has remained at the scene and is cooperating with investigators.

The Traffic Division's Major Crash Team is responding to conduct an investigation.

Northbound Interstate Avenue is anticipated to be closed for several hours due to the crash investigation. Southbound Interstate Avenue and MAX traffic is moving regularly through the area.

The Portland Police Bureau is committed to working with our partners in government and the community to create safer streets and work towards reducing, and eventually eliminating, traffic fatalities as part of Vision Zero.

The bicycle rider killed has been identified as a 53-year-old male. His name is anticipated to be released on Tuesday, pending family notification.

Traffic Division investigators learned that the victim was riding his bicycle northbound on Interstate Avenue, in the bicycle lane. The 38-year-old truck driver was also driving northbound on Interstate when he made a right turn onto Farragut Street, striking the victim in the bike lane.

Preliminary information indicates that neither impairment or distracted driving by the truck driver were factors in the crash.

The driver was not arrested or cited at this time as there is an ongoing investigation. Once the investigation is complete, it will be forwarded to the Multnomah County District Attorney's Office for review and consideration of possible charges.

Sex Abuse Suspect Indicted, Arrested on Additional Charge (Photo)

23-year-old Micah Isaiah Rhodes was arrested today, Tuesday February 7, 2017, and booked into the Washington County Jail on a charge of Sex Abuse in the Second Degree. Rhodes was arrested at the Multnomah County Justice Center Courthouse in Downtown Portland after his arraignment on an indictment in Multnomah County on charges of Sex Abuse in the Second Degree (four counts) and Sex Abuse in the Third Degree.

Rhodes was originally arrested on January 25, 2017, on misdemeanor charges of Disorderly Conduct in the Second Degree, Interfering with Public Transportation and a Parole Violation. While Rhodes was in custody, Portland Police Bureau Sex Crimes Unit detectives learned that Rhodes had sexual contact with a juvenile male in Multnomah County and a juvenile female in Washington County. Charges were added in Multnomah County and Rhodes was later indicted by a Multnomah County Grand Jury.

Based on the investigation, Sex Crimes Unit detectives believe that there may be additional victims that have not filed any police reports regarding Rhodes' behavior. The truck driver has been identified as 38-year-old Vinay Junior Singh of Northeast Portland.

The crash remains under investigation.

15 Men Arrested in Undercover Sex Trafficking Mission

During the week of January 31 to February 3, 2016, the Portland Police Bureau's Sex Trafficking Unit conducted undercover missions to address online sex trafficking as part of the 13th National Johns Suppression Initiative. The Cook County (IL) Sheriff's Office published a news release earlier today regarding the national effort: http://www.cookcountysheriff.org/press_page/press_SuperbowlSexTraffickngSting_02_8_2017.html

Sex trafficking and prostitution are not victimless crimes. Victims of sex trafficking and prostitution are forced, coerced, and manipulated into this lifestyle against their will. They are forced to suffer through physical, sexual, and mental abuse. The Portland Police Bureau, in conjunction with other Federal and local law enforcement agencies, is committed to deterring prostitution and sex trafficking activities.

The Bureau also works with community organizations like Lifeworks NW to help sex trafficking victims: https://www.bja.gov/programs/supporting-victims-of-sex-trafficking-in-Portland.html

During this mission, investigators posted online ads on known sex trafficking websites. 15 men contacted undercover police officers to arrange payment for sexual acts. Investigators were assisted by Portland area hotels as part of this effort.

For investigative reasons, the Sex Trafficking Unit is not sharing the specific website, application, or ad text publicly.

The 15 men who responded to the ad and came to the hotel were arrested with the misdemeanor crime of Commercial Sexual Solicitation (Oregon Revised Statute 167.008). Unless noted, all were given a criminal citation to appear in court at a later time.

22-year-old Kurt Bryant Parker of Portland, Oregon

31-year-old Joel Osbely Garcia-Cruz of Vancouver, Washington

39-year-old Vishwambhara Adiga of Kirkland, Washington

22-year-old Charles Nijel Wilson II of Vancouver, Washington

30-year-old Matthew Allen Schrader of Johnson City, Oregon, was charged with Commercial Sexual Solicitation three separate times during this time frame for three separate incidents. He was booked into the Multnomah County Jail after the third arrest.

48-year-old Darrin R. Maxey of Vancouver, Washington, was charged with Commercial Sexual Solicitation two separate times during this time frame for two separate incidents.

Armed Robbery Investigation, Officer-Involved Shooting in Northeast Portland

The Public Information Officer (PIO) is responding to the scene of an officer-involved shooting investigation in the 8300 block of Northeast Hancock Street.

Preliminary information indicates the shooting occurred during the search for a suspect from an armed robbery reported earlier this morning at the Portland Value Inn on Northeast 82nd Avenue. The suspect is deceased and no officers are injured.

The Portland Police Bureau's Missing Persons Unit is asking for the public's help to locate a 75-year-old man, reported missing earlier today, Wednesday February 8, 2016.

Ronald Austin is described as a white male, 5'6", and 160 pounds. Austin should be driving a white 2006 Toyota Tacoma Pickup with a canopy, Oregon license plate 9-3-6-C-Q-Z.

Austin is believed to have left the Silver Cloud Inn on Northwest Vaughn Street at approximately 5:00 a.m. to pick up his wife at Good Samaritan Hospital on Northwest 23rd Avenue but he never arrived and has not been seen or heard from since. UPDATE - Armed Robbery Investigation, Officer-Involved Shooting in Northeast Portland

Portland Police Homicide Detectives, assisted by the Multnomah County Major Crimes Team, are continuing the investigation into an officer-involved shooting in Northeast Portland.

At 7:24 a.m., East Precinct officers responded to the report of an armed robbery at the Portland Value Inn hotel, located at 1707 Northeast 82nd Avenue. As officers were responding they learned that the victim was sitting in his car across the street from the hotel when the suspect robbed him at gunpoint approximately 30 minutes earlier. The suspect was described to police as a black male in his 20s, wearing a dark-colored hooded sweatshirt and jeans, armed with a handgun. The victim described the suspect running towards 82nd Avenue after the robbery.

A short time later, officers learned that someone at or near the Banfield Pet Hospital called police to report a car prowl and described a similar suspect.

Officers checking the neighborhood contacted a man matching the suspect's description but he ran from police so officers established a neighborhood perimeter and began to search for the suspect, assisted by a Canine Unit.

During the neighborhood search, officers located indications of a break-in a residence in the 8300 block of Northeast Hancock Street. The Canine Unit searched the home but did not locate any suspects.

A short time later, officers encountered the suspect outside the residence. During this encounter, an officer shot the suspect. After the shooting, officers approached the suspect to render medical aid but determined that the suspect was deceased. A handgun was located near the suspect.

The investigation is in its early stages and no additional information will be released at this time.

The identities of the suspect (pending confirmation and family notification) and the involved officer will be released on Friday. The officer will remain on paid administrative leave, per Bureau policy, until the completion of the investigation and Grand Jury.

Following the Grand Jury, the Bureau will release additional information as is standard practice. Additionally, as part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is comprised of community members, Bureau members and representatives from the Independent Police Review Division.

Preliminary information indicates the shooting occurred during the search for a suspect from an armed robbery reported earlier this morning at the Portland Value Inn on Northeast 82nd Avenue. The suspect is deceased and no officers are injured.

Interested media should respond to Northeast 82nd Avenue and Schuyler Street.

UPDATE: Officer-Involved Shooting Investigation Underway in Southeast Portland - Suspect Injured

Portland Police Homicide Detectives, assisted by the Multnomah County Major Crimes Team, are continuing the investigation into an officer-involved shooting that occurred this evening in Southeast Portland.

At 6:31 p.m., Central Precinct officers responded to a 9-1-1 call regarding a 56-year-old man who was threatening to commit suicide. Information gathered by the Bureau Of Emergency Communications (BOEC) suggested the man was near the 2100 block of Southeast Lafayette Street.

Officers arrived in the area and began to search for the man. At approximately 7:15 p.m., BOEC obtained information of a more specific location of the man. Officers used the information to locate the man in a vehicle on the 3300 block of Southeast 22nd Avenue.

Officers, including an Enhanced Crisis Intervention Team (ECIT) officer, contacted the man and began to communicate with him. During the contact with the man, the officers developed information that he possessed a handgun. As officers were attempting to continue communication, the man exited the vehicle and had an encounter with the officers that resulted in two officers firing shots that struck him. Immediately after the shooting, officers quickly developed a plan to safely approach him and render medical aid. The officers provided medical aid to the man until medical personnel arrived and transported him by ambulance to a Portland hospital, where he is presently in critical condition. The suspect's handgun has been recovered at the scene.

The investigation is in its early stages and no additional information will be released at this time.

November 2016 Protest and Riot Suspects Arrested on Thursday (Photo)

On Thursday February 9, 2017, Portland Police Bureau detectives arrested two men in connection with the November 2016 protest and riot in the Pearl District.

19-year-old Elijah K. Gerard was arrested and booked into the Multnomah County Jail on charges of Riot (two counts), Criminal Mischief in the First Degree, Criminal Mischief in the Second Degree (two counts), Unlawful Entry into a Motor Vehicle, and Assault in the Fourth Degree. Gerard's charges come as a result of damage to Seres Restaurant, Chase Bank and Anderson Construction, all in the Pearl District, as well as damaging a Jeep and assaulting the driver.

19-year-old David Deron Lewis Jr. was arrested and booked into the Multnomah County Jail on charges of Riot, Criminal Mischief in the First Degree (two counts), Criminal Mischief in the Second Degree, and Failure to Appear in the Second Degree (two counts). Additionally Lewis Jr. had two outstanding warrants for Criminal Trespass in the Second Degree. His charges come as a result of damage to Starbucks, Federal Express and Urban Pantry, all in the Pearl District.

Both were identified through tips from the community after numerous photos and video showed them participating in damage to several businesses in the Pearl District.

Several Hawthorne Boulevard Businesses Burglarized Early Thursday

On Thursday February 9, 2017, Central Precinct officers responded to the report of several business burglaries along Southeast Hawthorne Boulevard. Preliminary investigation indicates a person or persons broke out windows and some small business-related property was missing.

The four businesses burglarized are:

* Chez Machin -- 3553 Southeast Hawthorne Boulevard

* The Maple Parlor -- 3538 Southeast Hawthorne Boulevard

* Rice Junkies - 3545 Southeast Hawthorne Boulevard

* Toadstool Cupcakes -- 3557 Southeast Hawthorne Boulevard

At this point there is no suspect information for any of the burglaries.
