On August 6, 2013, 42-year-old Kimberly Dennis was issued two traffic citations in connection with a November 2012 crash where she struck two pedestrians, killing one of them.

The investigation began on Tuesday November 20, 2012, at 8:22 p.m., when East Precinct officers responded to the report of two pedestrians struck by a car in the 10800 block of Southeast Washington Street.

Officers and medical personnel arrived and located two victims, 71-year-old Kseniya Aleksandrova and 70-year-old Pavel Krivolenkov, suffering from critical injuries.

Aleksandrova later died as a result of her injuries.

The Traffic Division's Major Crash Team (MCT) responded to conduct an investigation into the crash.

The driver, Kimberly Dennis, remained at the scene and cooperated with investigators.

Traffic investigators determined that both people were crossing Southeast Washington Street, in a crosswalk, when they were struck by an eastbound vehicle, driven by Dennis. The crash occurred during a heavy downpour and investigators determined that Dennis was not impaired by drugs or alcohol and was not speeding.

The Multnomah County District Attorney's Office reviewed the case and determined that no criminal charges would be filed.

Dennis has been out of state since the crash but recently returned and agreed to meet with Traffic investigators for the purpose of being issued citations.

Dennis is scheduled to appear in Multnomah County Court on September 3, 2013, on charges of Careless Driving Causing Death to a Vulnerable Road User and Careless Driving Causing Serious Injury to a Vulnerable Road User.

This concludes the police investigation.

On Wednesday August 21, 2013, at 7:00 a.m., the Portland Police Bureau's annual Izzy's Kids Shop with a Cop program will occur at the Gateway Fred Meyer store, located at 1111 Northeast 102nd Avenue.

KPTV Fox 12's Andy Carson will be live at Fred Meyer during the morning newscast.

This year marks the 11-year anniversary of Shop with a Cop, where police officers and 210 kids shop for a morning together for back to school clothing. The majority of the kids are selected from the Boys and Girls Club of Portland, and are selected based on financial need and their volunteer efforts in the community. These kids have worked very hard to earn this opportunity.

The Portland Police Sunshine Division and Fred Meyer have partnered to fund the program and have generously donated close to $30,000. In addition to the cash donation, Fred Meyer provides a significant discount off clothing as well as a backpack with school supplies.

The Sunshine Division funds the program though its Izzy's Kids program. Izzy's Kids, which began in 1981 and is in honor of longtime board member Isabel Hoyt, provides funds so that Portland Police Officers can take any child in need shopping for school clothes. This program operates year-round.

Over the past 11 years, members of the Portland Police Bureau have helped provide local children with more than $500,000 in school clothing and supplies.

Interested media is invited to attend the event. Portland Police Bureau Lieutenant Larry Graham will be the point-of-contact for media at Fred Meyer about Shop with a Cop.

The Portland Police Bureau, in cooperation with Crime Stoppers of Oregon, is asking for the public's help in identifying a hit and run suspect who severely injured a bicyclist in Southwest Portland.

On Friday August 16, 2013, at approximately 12:50 a.m., Central Precinct officers responded to Southwest Barbur Boulevard, just North of the Capitol Highway ramp on the report of a bicyclist that had been hit by a vehicle which left the scene.

Officers and medical personnel arrived and contacted the victim, 20-year-old Henry Schmidt, who was suffering from serious but not life-threatening injuries. Schmidt did not know what happened and was unable to provide officers with any vehicle information.

Officers located and recovered evidence at the scene from an unknown year, make or model Subaru. Additional evidence was collected a few days later that, upon further investigation, appears to belong to a black 2011 to 2012 Subaru Legacy 25i sedan, which investigators believe was involved in the hit and run.

Based on the investigation, officers believe that the suspect vehicle will have damage to the right-front headlight assembly, bumper, and missing the passenger-side mirror. The vehicle may also have windshield damage on the passenger side.

At this point in the investigation, there is no video of the crash nor have any eyewitnesses come forward with information.

Crime Stoppers is offering a cash reward of up to $1,000 for information, reported to Crime Stoppers, that leads to an arrest in this case, or any unsolved felony, and you can remain anonymous.

On Friday August 23, 2013, at 12:30 p.m., East Precinct officers responded to the Best Value Inn, located at 3310 Southeast 82nd Avenue, on the report of an unwanted subject in one of the rooms.

As officers were responding to the scene, they learned that the subject, 31-year-old Randy Craig Sturdevant, had an outstanding parole violation detainer.

Officers arrived and contacted Sturdevant in the doorway of his room. Officers noticed that Sturdevant appeared to be under the influence of drugs and/or alcohol and that he was armed with a metal bar.

Sturdevant was non-complaint with officers' commands to drop the bar and instead tried to shut the door and jump out a second story window. Officers began to struggle with Sturdevant and during the struggle he was Tased. Sturdeveant fought through multiple Taser cycles and continued to fight with officers until he was taken into custody. Ultimately it took five officers to get Sturdevant handcuffed.

Sturdevant was transported to a Portland hospital for treatment to what appeared to be a drug-induced psychosis. Officers later learned that Sturdevant was under the influence of "bath salts."

Several officers received minor injuries during the struggle to get Sturdevant into custody.
