Crime Stoppers Featured Case #13-22 Identity Theft

The Portland Police Bureau, in cooperation with Crime Stoppers of Oregon, is asking for the public's help in identifying an identity thief using stolen checks from a US Army soldier.

The victim's 2002 Dodge Ram pickup was stolen on July 14, 2013 at approximately 11:10 p.m., outside Red's Bar & Grill on Southeast Foster Road. East Precinct officers located the truck approximately four hours later at Southeast 80th Avenue and Bush Street.

Missing from the truck were several personal items, including the victim's checkbook.

Detectives investigating the theft have released surveillance images of a woman using the victim's checks to purchase items at a Portland area gas station.

The suspect is described as white female with a heavy build, driving a dark blue Ford Expedition.

Crime Stoppers is offering a cash reward of up to $1,000 for information, reported to Crime Stoppers, that leads to an arrest in this case, or any unsolved felony, and you can remain anonymous.

I-5 Southbound at Multnomah Exit Closed to All Traffic Due to a Fatal Traffic Crash

ALl lanes are closed and traffic is being diverted off the freeway at the Multnomah exit.

The freeway is anticipated to be closed for several hours.

Update: Fatal Traffic Crash Southbound I-5 near Barbur Blvd.

Driver #1: WITT, Ronald David M/W 11-29-1956 - Charged: Driving while Revoked and lodged at the Multnomah County Detention Center.

On August 9, 2013 at 4:20 pm, Central Precinct officers responded to a three vehicle crash on southbound I-5 near milepost 296, the Barbur Blvd exit. A Ford F-150 pickup, driven by WITT, had rear ended a small Chevrolet coupe. This vehicle then rear ended an Audi that was in front of the second vehicle.

For investigative reasons, southbound I-5 was shut down at the peak of the evening commute. The Major Crash Team was called out to conduct the investigation.

The investigation of this fatal crash is on going. No other updates or information are available at this time.

MISSING PORTLAND MAN WITH ALZHEIMER'S LAST SEEN AT NW SKYLINE/CORNELL, AT 10:15AM THIS MORNING

The Portland Police Bureau is asking for the public's help in locating 78-year-old Alvin Malone, who went missing in his wife's vehicle, from his Portland residence, located in the 7500 block of Southeast Carlton Street, during the morning on August 9, 2013. Malone suffers from Alzheimer's Disease, is not supposed to be driving, and is likely unable to find his way home on his own.

Malone reportedly had contact with some bicyclists, at approximately 10:15 am this morning, in Northwest Portland, at Northwest Skyline/Cornell. The citizens called 9-1-1 after realizing that Malone seemed confused. The citizens advised that they would stay with Malone until police arrived, but Malone drove away, last seen westbound on Cornell, from Skyline. The license plate provided by the citizens came back associated with Malone.

Malone likes to frequent McDonalds, and he may also try to return to the area of his former residences, in Vancouver, Washington.

Malone is described as a white male, 78 years old, 5'11", 180 pounds, with white hair and blue eyes. There is no clothing description available at this time. He was last seen driving a 2000 Toyota Camry, 4-door sedan, silver in color, with Washington license plates ACJ 3153.

UPDATE - ARREST: Stabbing on Max Train near Zoo Station

Assault detectives charged 52-year-old Herman Johnson with one count of Assault in the Second Degree in connection with last night's stabbing.

The victim, 19-year-old Drew Christopher Stokes of Tigard, was treated for several non-life-threatening stab wounds at a Portland hospital.

Detectives learned that the two did not know each other and the suspect contacted the victim on the MAX train and the encounter escalated into a stabbing.

On August 12, 2013 at approximately 11:05 pm, Central Precinct officers responded to a call of a fight on the Max train at the Zoo Station. Central Precinct officers did find a victim in the area that was stabbed. The victim was taken to a local area hospital with non life threatening injuries. Officers have taken one suspect into custody and detectives are in the beginning stages of investigating this incident. It is unknown at this time why the two individuals initially got into a confrontation or if they knew one another. Transit Police are assisting officers from Central Precinct.

Portland Police Aware of Concerning Letters Distributed in Portland Neighborhoods

The Portland Police Bureau has been made aware of dozens of letters being distributed in various Portland neighborhoods that are concerning to people with disabilities.

The letters claim that some residents of the neighborhood receive disability payments and the letter states that names of people on disability are being posted publicly so others in the neighborhood can see them.

While the letters are not overtly threatening, many people are reporting feeling insecure in their neighborhoods after the letters have been distributed.

While distributing these letters may not constitute a crime, the Portland Police Bureau would like to remind residents that two Oregon laws address "hate crimes" specifically and include "the persons perception of disability."

These crimes are defined in Oregon Revised Statutes 166.155 (Intimidation in the Second Degree) and 166.165 (Intimidation in the First Degree).

If you receive one of these letters and you would like to file a police report, you may do so by visiting the Portland Police Bureau website and filing the report online.

Portland Police Seeking Public's Help to Identify an ID Thief Using Stolen Credit Cards

The Portland Police Bureau is asking for the public's help in identifying an ID thief that is using stolen credit cards taken from a stroller at the Oregon Zoo.

The victim was at the Oregon Zoo in the evening of July 12, 2013 when someone stole her wallet out of her child's stroller. The victim told police that she went into the restroom and brought the stroller in with her and left it outside of the stall. She heard someone enter the restroom then leave without using the restroom. Later in the evening she realized her wallet was missing and cancelled all her credit cards.

A suspect began using her credit cards in various Portland area businesses and detectives are now releasing surveillance images of a man who used the victim's credit card at a Portland area grocery store.

The suspect is a white male adult with short brown hair, a goatee and facial hair, with a distinct tattoo on his upper right arm.

UPDATE: Death Investigation in Parking Lot of Southeast Precinct

The Oregon State Medical Examiner confirmed that the man found at Southeast Precinct this morning committed suicide. A handgun was recovered at the scene.

The man is a 37-year-old Portland resident.

UPDATE: Bicyclist Crossing I-205 Traffic Struck by a Vehicle - Traffic Division Investigating

The bicyclist struck on I-205 today has been identified as a 40-year-old man. His name is being withheld at this time until family can be located. He remains in a Portland hospital in critical condition but is expected to survive his injuries.

A preliminary investigation indicates that the man was riding his bike on the right shoulder of I-205 northbound then began to cross over the freeway towards the center median. A northbound driver traveling the speed limit struck him as he reached the left lane.

The driver stopped and has cooperated with the investigation.

There is unconfirmed information that the bicyclist may have a had a dog on a leash at the time of the crash. No dog was located and it is not known what type of dog it may be.

Anyone seeing a loose dog with a leash should call Multnomah County Animal Control.

No citations have been issued and the case remains an open investigation.

This morning, Thursday August 15, 2013, at 10:23 a.m., East Precinct and Traffic Division officers responded to the report of a bicyclist struck in the northbound lanes of I-205 underneath the Killingsworth overpass.

Officers and medical personnel arrived and located the adult male bicyclist suffering from traumatic injuries. He has been transported to a Portland hospital for treatment and his condition is not presently known.

The driver who struck the bicyclist has remained at the scene and is cooperating with investigators.

Preliminary information indicates that the bicyclist was attempting to cross the freeway when he was struck.

Presently the left and center lanes of northbound I-205 are closed as investigators process the crash scene.

Detectives from the Portland Police Bureau's Missing Persons Unit are asking for the public's help in locating 45-year-old Carolyn Graham, who went missing from her care facility in the 12500 block of Southeast Raymond Street, during the afternoon on August 13, 2013.

Graham is her own legal guardian, and is free to come and go from her residence; however, she is medically fragile and is considered a vulnerable adult. Police were contacted after Graham failed to return home from a walk. Graham suffers from a medical condition which, if left untreated, could endanger her welfare.

Graham is described as a white female, 45 years old, 5'4" tall, 155 pounds, with dark blonde hair and green eyes. She might be wearing a light-colored hoodie jacket and jeans.

Anyone who knows of Graham's whereabouts is asked not to approach her, but to immediately call 9-1-1. Anyone with additional information about this case is asked to contact Detective Mike Weinstein, at (503) 823-0446.

This afternoon, Wednesday August 14, 2013, at 3:39 p.m., East Precinct officers responded to the Columbia Bank branch, located at 10735 Northeast Halsey Street, on the report of an armed bank robbery.

Officers arrived in the area and contacted bank employees who told police that the suspect entered the bank, displayed a handgun, and demanded money. After obtaining an undisclosed amount of money the suspect bank on foot and ran into the neighborhood.

Officers conducted an extensive neighborhood search for the suspect but did not locate anyone matching his description.

Officers did locate a few bills of US currency suspected of being taken in the bank robbery in one yard in the area.

The suspect is described as a white male in his 50s, 5'9" tall, 200 pounds, dark hair, dark baseball cap, glasses, a black t-shirt with a colorful design on the front, and tan shorts.

Crime Stoppers Featured Case #11-27 Suspicious Death

The Portland Police Bureau, in cooperation with Crime Stoppers of Oregon, is asking for the public's help in solving a 2010 suspicious death in Southeast Portland.

On Sunday August 15, 2010, at approximately 3:54 a.m., Portland Police officers assigned to East Precinct responded to the report of a man down on the sidewalk in the 5600 block of Southeast 84th Avenue. Officers arrived and found 39-year-old Jason Troy Doering suffering from an apparent head injury. Medical personnel transported him to an area hospital where he later died.

An autopsy performed by the Oregon State Medical Examiner determined that Doering died of blunt force trauma to the head.

Portland Police Homicide Detectives are seeking any information about Doering's activities in the area where he was found. Detectives would also like any information about any associates that may have been with him that night or possible witnesses in the area.

UPDATE - ARREST: SERT Responding to Barricaded Subject in Woodlawn Neighborhood Residence

The man arrested last night has been identified as 39-year-old Nicolas Torres. Torres was booked into the Multnomah County Jail on charges of Robbery in the Second Degree and Robbery in the Third Degree in connection with a robbery earlier in the evening.

Cullin's Corner market, located at 4938 North Albina Avenue, was robbed at 8:07 p.m., and Torres fled the scene on foot. During the robbery, Torres implied that he had a handgun as he demanded money.

Robbery detectives are investigating other similar armed robberies in the Portland area to determined whether or not Torres is responsible for additional cases.

The Portland Police Bureau's Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) is responding to assist North Precinct officers and Robbery detectives with a barricaded robbery suspect in a residence in the 1100 block of Northeast Stafford Street.

Officers have been attempting contact with the suspect by loudspeaker. No shots have been fired and there is low risk to the surrounding neighborhood. Several streets in the surrounding area are closed to traffic for the duration of this incident.

Any responding media can stage on Northeast 11th Avenue, South of Buffalo Street.

PIO is not responding but is available via telephone.

Northeast Portland Man Arrested for Using Barbershop to Distribute Marijuana

On Thursday August 15, 2013, North Precinct officers arrested a 54-year-old Northeast Portland man and served two search warrants in connection with a six month investigation into marijuana distribution.

54-year-old Aaron Victor Peterson was arrested and search warrants were served at his residence in the 5700 block of Northeast 12th Avenue and his barbershop, Sh'Aaron's Looks, located at 5800 Northeast Martin Luther King Junior Boulevard.

The joint investigation involving the North Precinct Neighborhood Response Team (NRT), Street Crimes Unit (SCT) and uniform patrol officers was in response to information that Peterson was using his barbershop as a front to distribute marijuana.

Approximately two ounces of marijuana, packaging equipment and scales was seized as part of this investigation.

The City of Portland's Bureau of Development Services (BDS) then conducted an inspection at the business and noted several building code violations.

Peterson was booked into the Multnomah County Jail on charges of Delivery and Possession of Marijuana.

Sex Offender Arrested Downtown After His Dog Bites a Police Officer

This morning, Friday August 16, 2013, Central Precinct officers were conducting routine walk and talks around Terry Schrunk Plaza in Downtown Portland to wake people sleeping who were low-impact camping and to enforce the Sidewalk ordinance.

One officer stepped into the street to take a picture of a campsite for documentation purposes when a man's dog lunged at her and bit her on the left arm. The dog's owner, 22-year-old Daniel Thompson, grabbed onto the dog and became verbally abusive to the police officers. The dog was described as a large, mixed-breed dog.

As officers were waiting for Multnomah County Animal Control to respond and take custody of the dog, Thompson continued to raise his voice and verbally abuse the officers. Thompson lost control of the unleashed dog, which then turned on him and began biting his right arm, tearing the skin and causing several puncture wounds.

A sergeant brought a dog pole and took control of the animal and Thompson was taken into custody after he struggled with officers. Thompson was arrested for Interfering with a Peace Officer and Resisting Arrest. Thompson was also issued citations related to the Sidewalk ordinance and his uncontrolled dog.

After his arrest, officers discovered that he is a Registered Sex Offender out of St. Helens, Oregon. Officers will continue to investigate whether or not he is out of compliance with the law.

After receiving medical treatment for his arm, Thompson was booked into the Multnomah County Jail.

The officer bitten by the dog suffered a bite bruise on her arm but no broken skin.

April 2013 Assault of Portland Timbers Fan Remains an Active Investigation

In April 2013, the Portland Police Bureau began investigating the attack and assault of a Portland Timbers fan who was on his way to Jeld Wen Field for the Timbers match against the San Jose Earthquakes.

The Portland Police Bureau has received numerous tips from the public that have assisted in this investigation.

Detectives are still seeking additional video or photographs taken at the time of the attack that might assist in identifying the suspects.

This investigation began on Sunday April 14, 2013, at approximately 5:30 p.m., when Portland Police officers assigned to Central Precinct responded to West Burnside Street and 6th Avenue on the report of a crowd of 70 to 100 people jumping on cars, throwing bottles and being rowdy.

As officers were enroute, other officers reported that he crowd was mostly soccer fans heading to Jeld Wen Field for Sunday's match between the Portland Timbers and the San Jose Earthquakes.

Officers arrived and contacted a victim, 40-year-old James Decker of Lake Oswego. Decker was seated in his car, a red 2007 Saab 4-door, on the northwest corner of 6th and West Burnside. Arriving officers noted that the windshield was partially caved in.

Decker told officers that he was seated in his car stopped at the red light on West Burnside Street, on his way to Jeld Wen Field when he saw a large group of San Jose Earthquake fans walking towards the stadium. Decker told police that he held up his Timbers scarf and yelled to the group.

Decker told police that a woman in the group ran over to his car and hit him in the face as she tried to grab his scarf. Decker told police that he started to drive away and the woman fell on the ground so he stopped to ask if she was ok. Decker told police that a group of 10 to 12 males then ran over to his car and jumped on the hood and smashed the windshield. Decker told police that one male punched him through the open car window. Decker told police that someone opened the passenger side door of his car and punched him also.

Decker did not need medical attention after the attack.

The suspect that initially confronted Decker is described as a Hispanic female in her 20s, 5'6" tall, heavy build, wearing a blue "Earthquakes" sweatshirt and dark pants. Most of the other suspects were wearing scarves covering their faces.

Officers canvassed the area with Decker in an attempt to find this suspect but were unsuccessful.

Several witnesses confirmed Decker's account and stopped to help.

UPDATE: Drunk Driver Arrested After Driving on MAX Tracks in North Portland

The driver arrested today has been identified as 38-year-old Laura Suzanne Klingelhoffer. Klingelhoffer was booked into the Multnomah County Jail on charges of DUII and Reckless Driving.

This afternoon, Friday August 16, 2013, at 2:28 p.m., North Precinct and Transit Police officers responded to North Lombard Street and Interstate Avenue on the report of a vehicle on the MAX tracks.

Officers arrived and found a red Datsun pickup stuck on the MAX tracks at North Russet Street and Interstate Avenue. The vehicle struck a pole in the middle of the tracks.

Officers contacted the driver, a 38-year-old female, and have arrested her as a result of the crash.

Her name and charges will be released after she is booked into the Multnomah County Jail.

Burglar Arrested Attempting to Sexually Assault a 6-Year-Old Girl in St. Johns

On Sunday August 18, 2013, at 12:59 a.m., North Precinct officers responded to a residence in the 6900 block of North Nashton Street on the report that a burglar broke into a home and was attempting to sexually assault a child.

Officers arrived at the location to find the suspect being detained by one of the residents, 21-year-old Kyler Pulfrey.

The suspect, 21-year-old Pedro Santiago Machi-Menchu of Vancouver (WA), was placed into handcuffs and taken out of the home.

Pulfrey told police that he went to check on three children and found the suspect attempting to sexually assault a 6-year-old, whom does not live at the residence. The girl is the Goddaughter of another resident of the home.

Pulfrey told police that he pulled the suspect off of the child and physically struggled with him and dragged him into the living room as the female resident called 9-1-1. It is believed that the suspect entered through an open bedroom window.

Child Abuse Team detectives responded to conduct an investigation into the incident and ultimately charged the suspect with Burglary in the First Degree and Attempted Sex Abuse in the First Degree. He was treated for his injuries at a Portland hospital before being booked into jail.

Although this is a stranger-to-stranger assault, the Portland Police Bureau would like to remind community members that cases like this are extremely rare.

This investigation is ongoing and no further details can be released at this time.

Public Alert for Telephone Scam - Scammers Claim to be Law Enforcement

The Portland Police Bureau would like to make the public aware of a telephone scam recently reported to police.

On August 7, 2013, a man from Salem, Oregon to report that he received a call from a Portland Police phone number and that the caller was posing as a Portland Police officer.

The complainant reported that the caller told him that an officer was filing a complaint against him and that he would be arrested in 45 minutes if he did not agree to pay a fine over the phone.

The complainant knew this was a scam and hung up the phone and called police.

In June 2013, the Oregon State Police reported a similar incident in Forest Grove, Oregon.

Since November 2012, the Oregon State Police received a few complaints from community members regarding similar telephone calls from individuals claiming to be police demanding money in exchange for dropping criminal charges or clearing arrest warrants. Similar cases have also involved callers using titles of "Officer" and "Deputy".

The Portland Police Bureau reminds you to be aware that:

- The Portland Police Bureau or any other legitimate law enforcement agency does not call community members seeking payment for outstanding traffic citations or warrants.

- The Portland Police Bureau does not call individuals and demand money from community members under any circumstances.

- Individuals claiming to collect debts may try to instill fear in potential victims to persuade them to forward money.

The Oregon Judicial Department (OJD) advises that courts may use an independent collection service to collect unpaid monetary judgments and fines. If someone believes they are being scammed regarding an alleged unpaid traffic citation or other court-imposed financial obligation they can:

- Ask the collector (caller) for information specific to the alleged warrant or unpaid traffic citation. The caller should have the court case number, date of ticket and vehicle license number.

- Verify the debt or confirm other details by calling the OJD collections hotline at 1-888-564-2828.

- Use OJD Courts ePay to directly pay money owed to state courts for most traffic citations, civil fees or criminal fines (For more information go to http://www.courts.oregon.gov/OJD/OnlineServices/ePay/Pages/index.aspx.

If you receive a similar call, disconnect without providing any information or taking any instructions from the caller. Contact your local law enforcement agency. UPDATE#2: Portland Police Investigating a Bank Robbery in Southeast Portland - Suspect Detained

The suspect arrested after this morning's bank robbery has been identified as 44-year-old Frazer Scott Piccolo.

Detectives learned that Piccolo entered the Bank of the West and used a demand notE to obtain an undisclosed amount of money. Piccolo then fled the bank and got into a taxi to leave the area. While seated in the backseat of the cab, a dye pack contained in the money exploded and got red paint all over the suspect's hands.

Piccolo then got out of the cab and started running away in the 7900 block of Southeast Grant Street.

Nearby construction workers noticed Piccolo running from a cab with red paint on his hands and assumed that he'd just done a bank robbery. The construction workers confronted him and Piccolo took a swing at one of them. Piccolo missed and the construction worker punched him and knocked him to the ground where they held him for police.

Piccolo was booked into the Multnomah County Jail on a Federal Hold with formal Federal Bank Robbery charges pending.

This morning, Monday August 19, 2013, at 10:46 a.m., East Precinct officers responded to the Bank of the West on the report of a bank robbery.

As officers were en route to the bank, they received additional information that the suspect was being held down by construction workers a few blocks away from the bank.

Officers arrived and took the suspect into custody.

Robbery detectives are responding to the bank to continue the investigation.

Additional details will be released when they become available.
